that's perfectly normal, out of the box it's 3.7/3.8 on all core so with pbo, there's 100mhz difference.
what?? 1.45 will destroy the cpu, and 1.35 will probably degrade the cpu slowly. 1.325/1.3 or below is relatively safe for zen 2.
new batches have better silicon, so im not really surprised. nothing wrong with the cpu for the most part.

What country ?
The standards and legal requirements will vary by country and possibly state/territory/region also.
There may be multiple pathways. Here there is pre-apprenticeships, qualifications in communications or electronics that have some credit towards an electrical apprenticeship.
General knowledge is always good in both DC and AC, should be online resources that teach it, books, youtube, standards.
Keep in mind that as standards vary, some knowledge can be very specific to that country, while some can be general. Like knowing about resistance and ohms law, then figuring out cable size. Whereas something like you must use say x cable size for y outlet is gonna be specific to that country to an extent but usually the underlying principles are the same, some standards just do things differently.

your temps are fine and you GPU also ramps up and down according to temp. the only thing i am wondering is i noticed you mentioned 6 fans as intake with 1 exhaust.
you will have positive pressure and alot of air escaping out of gaps but not optimal, if thats the case. I would suspect a typo and the AIO is exhausting through the top? if thats the case then everything is good, and you can always change the fan speed for GPU if you want it cooler.

yeah they are build to handle it.
but the livetime of m.2 is reduced in high temp. (over 70) but it should throttle itself if high temp.
though very cheap "heatsink stickers" can be purchased to cool it a bit. but i would just have a bit of airflow over the disk and it should be fine.

ohh btw during normal gaming operations the whole throttling shouldnt be a issue, isnt a sustained load. so temps shouldnt reach 70 during normal gaming

every electronic component will impact your thermals negatively.
but just because it can become 70 degrees doesnt mean it dissipates much heat to the air.
m.2 use between 200-600 miliWatt which alot of is transfered to heat. but that is next to nothing compared to CPU and GPU. (EDIT: which is in the category 100 watt give or take for cpu and gpu depending on model and OC offcourse.)
the reason for its high temp is because it doesnt transfer the heat anywhere is just heating up.

not sure its that cut and dry. when there is generally more performance to take from developers seem to optimize less and throw stuff on the market. also this is the improvement to date. and we didnt jump that far from 600 series to now in terms of resolution. personally i went from 1080 to 1140 when upgraded from (gtx660, 960 now 1070)
EDIT: and i know of plenty people on similar hardware still gaming 1080p

Yep.
"Heat pump" is a physics term referring to a device that moves heat against natural flow, an AC unit is a heat pump. It doesn't even have to be a compressor based system; a thermoelectric element is also considered a heat pump.
In most languages that I know, heat pump has two meanings;
- a heating system that can be reversed (consumer language)
- a device that moves heat against natural flow (technical language)
This is at the very least the case in English, Dutch and German and I bet in Danish too.

nope
its called air conditioning. also it the same when your car has A/C.
heat pump is also a air conditioner but has the possible to invert the flow, and therefor producing heat. but there are plenty air conditioners that cannot produce heat.
TBH the terms for it might be different in america but in europe at least that the terms.

Hmm... Well, for me, the moment a new shinny CPU comes out, it is considered... Outdated.
Anyway, to answer your question, when vast majority of people consider 8 cores CPU as normal or 5GHz CPU as normal, that's when the Ryzen 5 3600 processor became low-end. I say it might be another 2 or 3 years.

recommend max voltage is 1.3 as i recall. I dont think anybody will take back that CPU after you put the voltage that high
ahh saw you didnt run it for to long so CPU is fine,, but yes as others say these CPU are best in auto. wouldnt spend time overclocking those

you can also buy brackets as spare part for the GTX h110i.
but i would also go with stock cooler and not downgrading your CPU mobo.
Coolers for 3600 is also a cheap component if you are up for air cooling, so stick to stock and upgrade if you find it to loud.
regarding temps the do also reach quite high temps, but you can just search the forum for that part, is has been brought up quite often
