I know Windows 10 updates multiple times after a clean install. So is it safe to assume once I have received all updates I am okay with drivers?

Most likely.

At this point a free pc is a free pc. I would go get it and hope you can upgrade it. If not you could fix it up and sell it.

Maybe resetting or reinstalling the os would help?
Sometimes the apu drivers will screw up graphics cards as well,
so maybe disabling the igpu in the bios would make a difference?

It's a standard but uncommon. It's micro btx and there are no new cases supporting it. 
 
That motherboard isn't great anyways, so I'd just get a newer one. 

Pretty much everyone will tell you not to build an FM2 system at this point.

But if you have to you can use an os migration tool. I would recommend mini-tool it's free and does a great job.

There are some motherboards that use ddr3 and skylake. I own one.

If you have windows 10 it has a pretty good anti virus built into it.

Maybe send the sound through the hdmi and use the headset on the pc. You can set the pc to send the capture card audio through the pc output to your headset. this will stop the xbox from having a mic but it should resolve the other issues. 

I've seen this happen before when a power button gets stuck. Any chance your mobo or case has a stuck power button somewhere?

I picked one up for 10 bucks a few years back it's okayish but I wouldn't overclock with it.

should work just fine. Id stay away from the 32bit version.
