On a laptop I won't usually go for refurbished in that price range...
Yes a refurbished one my last still quite some time, or it will melt away quickly. If it was used for gaming, it surely will have run on max temps for most of the time, which isn't really helpful for longlivety. But you can never really say. It then depends on the warranty.
As for cooling... never put your laptop on a blanket or your bed directly... it will suck in lint and dust and that will clog the cooling inside.

Hey thanks man. While it's easy to judge them (and maybe even me) from the little story I wrote, my cousin is a good lady. She's been through a lot and getting a boyfriend helped her escape a lot of issues. I ended up acting like an older brother (Though we're the same age) and supporting her on everything I can, so that's why I want to fix it. I agree, they're not in the best situation and sending out someone else to fix it for them is not always right, but I'm doing it because I want to. Thanks for the help though, it was more or less what I was thinking of doing.

I would first dip this in iso alcohol. Like FULLY. And then wear gloves and clean the rest. Maybe buy a pad lock for the side panel so this dont happen no more?
You can probs get cheap ddr3 for that. 4 gb should be fine. maybe 8. and get a gt 710 or something if no display driver
Is a FM2+ mobo. Now you know what the possible cpus are. Not good anyway.

I salute and respect you for trying. I personally would've probably done something diabolical like tell them what the problem was and leave it up to them to fix it and keep it in working condition they wanted it that badly.
That said, that is one heck of a job there. I would start by cleaning every inch of every component thoroughly. And then make sure it's all dry before trying to get it to post.
Shop around the used market and see if you can grab 4Gb DDR3 for cheap, and then throw Linux on the HDD.

there is a harddrive, you can barely see it sticking out on the right side of picture and that motherboard uses an AMD apu so it has integrated graphics.

N850HK1 is a decent choice. Also consider W650KK1, desktop CPU in a laptop without paying a premium

The Athlon is quite old and is basically an A10 without iGPU, the Pentium far outshines it in gaming. DDR4 is just newer and a small generational increase in performance, and all four cores are really weak on the Athlon. The AMD has no upgrade path while the Pentium can go up to an i7.

The best option at that price point, especially if she isn't comfortable with Linux and wants activated Windows, really is to grab an Optiplex tower with a Sandy or Ivy i5, 8GB of RAM and a 500GB+ (ideally 1TB) hard drive, then install Windows 7 using the license stuck to the side of the PC and install 10 with that. Failing that, try something like this on for size:

Obvious downsides: it's an old platform with no upgrade path, it's slow RAM and it's an iffy PSU included with a case (although I've have good luck with Rosewill's included PSUs over the years). Upside: it's a $350 gaming PC that would perform on par with a lower-end G4560 system if I dare venture a guess myself.

I'd recommend dropping the GT 1030 to keep it under budget, then she can get a 1050 or 1050 Ti later, and you can coach her on how to install it. Since it feeds off the PCIe slot, there won't be any cable management stuff to complicate it.
