With the graphics cards you will be using a 6500 is enough, a 660k is overkill. Try to get a non-reference RX 480 or a 1060. Add a 120gb SSD for faster loading of Windows and your most-used games/apps. Judging by what your saying that PSU might need an upgrade as well, it seems dodge. Id get PSU first, then Graphics card, then Processor/Moterboard/RAM, then SSD.

If you got for a second 980ti then most definitely get a better PSU. It's probably fine for now but when you put two hot cards in a system together it would be wise to get a PSU that can handle it better. An 850W EVGA GS/G2, XFX something of around that wattage, Antec HCP, Cooler Master V-series, Corsair RMi, etc, would do you nicely.

Honestly that i7 3820 and psu are the only things I would change if i were to change anything (priority being PSU.) Add another GTX 980ti in SLI... Should be even with 1080 and in some cases outperform it.

have you checked to see if your pump is functioning correctly? It may be something wrong with the aio. I know it would be a hassle but maybe try to put it on a new cpu/mobo and see if the temps are similar across the board. If they are, then it has to be something wrong with the aio. Also, do you know if your radiator fan is running up to speed?

Yeah, I honestly don't see too much of a point if your not overclocking your motherboard doesn't have to be an Asus ROG Maximus or something of the like. This will be very good for this usage scenario.

The h80i GT should fit just fine. 

AIDA 64 is the one of the best for stability tests. Most cpu intensive games/game benchmarks are good as well.
