    While a cpu upgrade is definitely in order, at the same time, let's look at free solutions first. First thing I'd do is get CCleaner. Make sure not to delete cookies or saved passwords from your mom's most used browser, and run the main cleaner. Next, go to Tools>startup and disable any non-essential programs. If she still needs them, they can be opened up faster than they would open as a startup program anyways since you don't have 20 other programs opening at the same time. Finally, if she is willing to start from scratch, an SSD would also be a worthwhile upgrade. For a basic day to day office level computer (web browsing and document writing), an SSD will be one of your most noticeable upgrades. 
    EDIT: Also, while upgrading to Windows 10 on newer hardware would reap some performance gains, with an Athlon, your best bet is probably going to be sticking with windows 7

    The 7700k will be your best bet. Even with the new APIs, IPC will still be your best friend, and the best IPC processor will be the 7700k

    I haven't looked much into AM4 mobo offerings, but I can try, and I can definitely help with everything else.
     
    It seems that most AM4 motherboards are out of stock at the moment (and probably will be until the end of the month), however, just about anything from MSI, Asus, or EVGA will do you fine. Overclocking won't be too much of an issue, especially if number of cores is your biggest concern, but X370 boards will still be something to look at, since they normally have more features such as onboard wifi that more budget oriented boards won't have.
     
    RAM is RAM is RAM at this point. However DDR4 prices have been on a pretty consistent climb in the past year, so just go with a 2x8gb kit of Kingston ValueRAM (if you don't care about aesthetics green pcb and whatnot), or hyperx fury (gaming oriented, but overall, very reliable) DDR4 RAM.
     
    For a PSU, I'd definitely recommend anything from Antec, EVGA, or Corsair, although at this point I'm partial to EVGA's Supernova series of power supplies. Somewhere in the 600-800W range will do you nicely.
     
    And I'd definitely recommend some magnetic storage as well. For work that you are doing in school, especially if you want to build a portfolio, the more reliable the better. I'd personally recommend a 2tb Western Digital Caviar Black drive to start off with, and as you get more familiar and comfortable tinkering with your machine, you can go from there.

    Yes you can, although you'd save even more money just buying the product key without a cd

    I'm not trying to be mean or anything by stating this, but are you making sure to plug your video cable into your graphics card instead of your motherboard I/O when you try to boot?

    Don't buy the FX 8350. It's very old. AMD is releasing new technology this year but not soon. Go for Intel. It's way better. I would cut the watercooler for an i7 any day.
