Companies that make RAM sticks typically do not state what dies go into RAM, as they source from multiple manufacturers in the production of each SKU.
RAM sticks are matched with the same memory to improve compatibility, although before Ryzen, the difference between different fabrications of memory made little to no observable difference, so there was no reason to limit supplies to specific dies as this would just skyrocket costs and RAM availability.
 
The motherboard manufacturer may have got one (or a few) kit(s) of the RAM, tested them, and since they got Samsung dies they may have assumed all would be the same.
BIOS updates have improved memory compatibility quite a lot with Ryzen already, with reportedly more to come.

Well you can have 4666mhz RAM but latency will be killed to death so having the fastest isn't always the best. I think some 3200Mhz or 3600mhz Trident Z with b-dies is the fastest speed and latency wise 

depends on the CPU, Ryzen has the Ryzen Master Utility if you are on Windows 10, Intel has the Xtreme Tuning Utility (Intel XTU), but true fine granular control is best achieved in the BIOS, don't be afraid of it.

Most problems people seem to face is simply thinking it's going to work perfectly out-of-the-box.  With the Ryzen platform being fairly new, it requires a fair bit of knowledge with regards to uefi/bios settings and correctly entering cpu and ram frequency/voltage, and the ability to troubleshoot when the Default settings don't work.  Ryzen has issues with ram compatibility which are improved with each bios release, but it's just not as good yet as it is with Intel boards.
 
If I could offer one recommendation I consider important, it would be to do your research and ask other's opinions before purchasing.  What are other people using?  How well does it work for them?  Pay especially close attention to which ram kits people are using successfully (Samsung B-Die comes to mind).  I wish I could go in to more detail, but I need to leave for work in 7 minutes.

But at what distance and in what environment? The result changes depending on these factors. 

A range and dBA and cfm can be used to describe performance at different rpm.
The reason why it's unreliable to compare specs from different manufacturers is that there's little to no regulation on how the noise is measured. 20dBA at a distance of 10mm is a lot more impressive than 20dBA at 10m.
Stick to tests with variables controlled across different fans instead.

Have you tried reapplying thermal paste and cleaning out your PC if there is a small buildup of dust? What kind of environment is your PC kept in? Do you have any background apps that may be using more of your CPU than before?

Are you putting the system under load when you are checking the clock speed? Make sure the windows power profile is set to high performance.
Try increasing vcore to 1.3-1.35V.
 
How many weeks does a system need to be running at under full load to call it stable?
The only crashes I get on my Ryzen system are have been traced to driver failures related to the killer network card on the motherboard, and it is typically 3-4 weeks between crashes.

You can't compare the timings directly, you have to compensate for the difference in clocks. That's because timings are quoted in the number of clock cycles, not in nanoseconds (what actually matters to performance).
 
DDR3-1600 CL9, for example, has a CAS latency of 11.25 nanoseconds. DDR4-3200 CL16 has a CAS latency of 10 nanoseconds, so it's faster despite CL16 sounding a lot worse than CL9.
