    You could try taking it in where you bought it, if you got it from a retail store. They might be able to test it out for you if they're set up for it.

    That sounds like the CPU is overheating, but you'd normally expect the system to spontaneously shutdown and power-off to prevent damage. It can also be the RAM if it's fairly consistent (eg 5 minutes after Windows loads, BSOD.) You would want to swap those parts out with known good ones to test that, or you could try memtest86 on it.

    Depends on what you are going to use it for. It would be useless to just turn on/off when you wanna use it/don't use it. You can build your PC and install FreeNAS and I would recommend getting new drives and getting a RAID Card so you can play around with how you wanna go about using your file server.

    If a NAS is too expensive for you then use a old computer with a good amount of storage and turn it into a file server.

    Try to restore to its default settings. If that doesn't work it could be the application you are using or the game you are using it in.

    I’ve been kicking around the idea of building a PC for probably 10 years now and then last month I FINALLY did. As a 37 year old guy who has spent most of his free time wrenching on trucks I was surprised that it actually fired up and ran on the first try lol.

    That's almost certainly the GPU in an "not enough power" state, check that the PCIe cables are attached to the GPU and the PSU end if they're modular.
