    Might want to go for a hyperthreaded CPU if you're doing animation and rendering work. I recommend to go for Haswell rather than Skylake to remain within the budget constraints:

    When your investing $2500 on a computer, you definitely want it to last quite a few years(around 3 years atleast).
    The latest core i7-6700K is the latest processor by Intel, and you can easily expect it to last a few years. It has a really good price to performance ratio. If you want to spend more on the processor, you potentially won't get anything much more than a few more cores and a little higher clock speed and the additional money spent on that processor will not directly translate into noticeable performance.
    Considering you will be using this mainly for gaming, the core i7 6700K should and will be just perfect for you. I do not recommend anything else.
     
    I suggested the 6700K cause you wouldn't require anything else. it is sufficient for almost everything

    I googled and found out that all the Computer Hardware shops are spread out. I suggest you to call the shops near your locality and ask them if they are interested in buying. If your not successful then probably you will just have to use olx or Quikr for selling them.

    The cuda count is not the only thing to take into consideration. The newer architecture, the clock speed and the memory. The newer architecture is the biggest gain in performance here. If they were identically spec'd the 950 would be approx 20% faster. Check out the graph below i know this is gaming performance but it translates quite well to editing. Another thing to take into account for the gaming side is the support for dx12 which may help you in the future.
     
    @don_svetlio If the encode is being off-loaded to the gpu then gpu is important too.
     
    So probably should ask this:

    If i convert your price from US $ to rupees taking Rs 68.32 = 1$ (current market satus) than 175$ = 11966.5 Rs. 175 $ is enough for GTX 950 in US but in India, the least price i could find in internet is 14,950 Rs you may cut 1000 rs if you have find a good retail shop but than also the price will be around 13950 Rs (  ~14,000Rs) and price of GTX 960 in India, the least price i could find in internet is 17,290.00 Rs cutting 1000Rs if you have find out good retail shop 16,290 Rs. So the difference in price between them is 2340 Rs. by spending little more you will get better graphics card to play latest AAA games at 1080p  medium setting. GTX 960 is known as the best budget & performance per buck graphics card.

    My Bad, I was sleepy yesterday night and typed all crappy stuff.
    Get 4x WD Red 2TB or 3x WD Red 2TB.
    I actually meant the E5-2620 v3 or E5-2620.
    Both these processors are great with E5-2620 v3 supporting DDR4 Memory, based on the Haswell Architecture, has higher clock frequency which could be helpful, has lesser TDP and also has Turbo boost technology 2.0 .
    However, both these CPUs do not have integrated Graphics Card. hence, you must either get a cheap Graphics Card or buy a Mother board with integrated Graphics Card.
     
    I  am little busy now hence I cannot help you in choose any particular MoBo but I have heard that the Gigabyte MU70-SU0 is pretty good, I am not sure if Supermicro motherboards have on board graphics.
     
    Also you wanna make sure the Mobo you buy supports RAID 5 or else you should buy a RAID Card.
     
    The e5-1620 is okayish, I wouldn't recommend you to go for it considering your pretty heavy workload. The E5-2620 v3 is totally recommended by me.

    I don't think it is a great idea to build a NEW AMD NAS. You should rather go for an Intel based NAS.
     
    Also, I recommend getting a PSU from a much more reputable brand like Corsair, CoolerMaster, Silver Stone or Antec.

    if you only want to game 4790k will perform better than a 5820k
    and if you can afford a 5820k why not go for a 6700k
    it will kill both of the above in single core performance(gaming)
