Since canadian prices are outrageous, I would save up a little more. Right now is not the best time to build a system anyway. Gpu prices have risen ridiculously high thanks to cryptocurrency miners, and getting better quality components, especially for a first time build, should be your first priority. Just be patient and save up some more You will be able to get a vastly stronger machine by the time you are done saving up

No need to rush man, Just save up another month or two and get something nicer. Best budget build at the moment imo is a G4560+GTX1060 and a 240SSD, Stick it in a case you find laying around and 4gb ram is Ok,but I would recommend 8gb. PSU you'll be able to get away with any old 400w but try to get one from a good brand. thats about it.
What you can do is first buy the MB+RAm+SSD and game on the built in graphics card for a while and save up for a decent GPU

both GPU's need supplemental power from the power supply.
it might be working without the power connector for a while but as soon as you load up games or use the gpu heavily it will crash.
the PCI slot on the motherboard is only providing upto 75watts which is not enough for a gaming load

Well the motherboard can only provide 75 W through each slot and the card will draw more than that when doing anything intense. They might have enough power to run the fans but I bet if you fire up a game it will crash the system or at least the driver.

970 is not worth anymore. 3.5GB of VRAM is too low going into the future. 6GB minimum if buying new.
As for CPU - i5 6500 minimum

i see that you're quite in a rush to get a computer
the fx6300 performs the almost the same as i3 6100 in multi threaded workload and performs significantly lower in single threaded workload
