I'll just leave this here.

I haven't felt this stupid for a while. When I first 'unplugged every component to make sure it's just the power supply' I didn't realize to unplug things from the other side of the case.
 
After unplugging everything from the PSU end I realized why. The hard drive I had at some point hung there for aesthetical reason is dead. The beeps are actually the needle bouncing around and then giving up. Now I just had connected power to it.

TVs absolutely do upscale. The TV is taking 720p or whatever signal and resizing it to be fed to the 4K panel. 
 
The quality of upscaled image can and will vary though.

I got the new fans and this thing is really silent. I can't really hear the new fans from the hard drive noise.
 
Props for Noctua for including a lot of accessories so I didn't have to splice the fan cord itself and Jimm's for packing a surprise in the box:D

What goes through the HDMI is what the PS4 outputs (in this case 720p). The upscaling happens after the TV receives it.
 
There are two speeds in HDMI cables, it doesn't go like 1.4,  2.0 and 2.1 needed their own versions. Hi-speed and standard speed.
 
Standard speed is so old that I doubt they'd pack it to anything anymore. It's more on what your PS and TV support. So, buying a new cable will likely not help your situation.

I actually have no problem at all with the way Apple handles Hackintosh builds.
 
Think about it - they give macOS away free to Apple users. Why? Because those users have already (and hopefully will continue to) contributed to funding the OS via a hardware purchase. macOS is free, because Apple can afford to pay for development of it via profits from other parts of their portfolio.
 
People who build a Hackintosh are not contributing to that.
 
I know lots of people would love to legally install macOS (and have proper hardware support) on non-Apple hardware. But I bet those people also want it to continue to be free. If Apple were to ever become an actual OS company and start offering their OS to the masses, they would probably need to start charging for it (or the user inevitably becomes the product).
 
Apple turns a big enough blind-eye to Hackintosh builds as to allow small communities to exist (and not to sue everyone in sight who does a build). The Apple Store employees also turn a blind-eye towards it, and will pretty much give the OS out to anyone who asks. I think that's good enough for the community, as asking for more will likely end up in what little there is being taken away.

If there's enough room, I'd go with cutting a hole and mounting a bigger fan to its side. Easily more efficient and quiet than messing around with tiny fans.

Apparently our high school's computers are set up individually and the settings vary a lot. Some of them won't allow the user to open a god damn web browser while some log in to admin account automatically. Seriously, whoever is responsible for this should be fired immediately.

A M.2 SSD, then a SATA (?) SSD and then 2 regular hard drives.
 
I'd at least drop the SSDs to a single (NVME capable!) M.2 drive.
 
Oh, and if this is mainly a gaming rig, I'd rather pair the 1070 with an I5 than to pay for an I7.

They should've called it the 6969X. Intel Core i7-6969X. With 69 cores! Now that would be worth buying.
