I couldn't find the auto voltage on my BIOS settings does anyone know where I can find it via windows?

Hey guys I'm new with computers and I'm wondering if I should replace my current mobo because I've heard the Gigabyte 990FXA-UD3 AMD990FX board is terrible. After running some games I've noticed my FX 8350 throttling at 4 to 1.4 GHZ and I've fixed the problem by going via bios and disabling some CPU frequency settings. Although I'm a bit worried about my voltage because before I've noticed it goes to 1.48~ at 4.18 GHZ and now it's 1.356~ at stock clock. I'm assuming it's probably the mobo but I have no idea. Does anyone have suggestions if I should purchase a new mobo and if yes which one should I purchase(160$ Budget)? I do gaming and 3D rendering.
