    I completely understand your boss' concerns, I also work in a plant like that where a computer shutdown or restart has to be planned and is dangerous to have it happen unexpectedly. The only time in the last 2 years they had the computers go down is when the power went out, other then that the same computers have run 24/7 for over 10 years.
     
    My boss didn't want to even unplug an extra mouse that just sits to the side on an opertator station because there was a glitch when someone tried to unplug it before. In these sorts of workplaces it is very much leave it alone it if works.

    Itook one computer class, and the professor brought in an old socket 7 board,  and even after a year of teaching people still called the computer the cpu.

    Physx is pretty dead at this point, rarely anything actually uses it, you are better off just getting a better primary gpu, or SLI.

    It is barely faster then intel hd 4000 graphics and behind intel hd 4400 mobile graphics, if you really want better gaming performance upgrade the gpu if possible, or get a better laptop.

    The 9590 is comparable to an i5 6600k at best. But you also need at least a 240mm aio to cool it,and a really good 990fx board at least which all adds up.
     
    Go for an i5 6500 for gaming if you don't want to spend much, overclocking doesn't provide much gains at all for gaming, focus on a better gpu.

    You need a wifi card to use wifi, that motherboard doesn't have onboard wifi support.

    And you need to be more specific in what you are looking for. How many "u"s of space you want, what size motherboard, number of drive bays, and such, as well as your budget.

    You are better off getting two seperate systems to do this, not only is it cheaper, but easier to setup, and deal with altogether.
     
    Most capture cards recommend an i5 at minimum so if you want an i7 level performance out of the "gaming" vm you are down to the 6900k, or 6950x with their eight cores, and lots of pcie lanes, 32gb of ram, a motherboard with 4 pcie slots, three gpus (one for the hypervisor), and a capture card most likely which will have to be passed into a vm not sure if this is even possible. 
     
    I would suggest build a regular rig with 
    a 6700k and such, and have a smaller i5 based system on the side to capture the video, and use to stream from.

    It isn't compatible on gpus since the gtx 600 series.

    It is only meant for the 320W tdp when you have to two optional 140mm fans on it.
     
    It will most likely thermal throttle running 100% passive, to put it in perspective, even sub 50W pentiums have a hard time running passively cooled with massive air coolers, but have you tried setting a custom fan curve for the card, at least get them to spin at lower rpms.

    The cpus are below minimum spec for the vive.
     
    Also if those pcie risers if they are cheap there have been people who have broken gpus with them because they are soldered poorly. Check them before you actually use them.

    It would be a good workstation, or a server.
     
    That cpu is super weak though, You can use to render and such like a workstation, but you may want upgrade the cpu first, dual e5 2670s (8c/16t) can be had for cheap.

    To call this "news" is ridiculous. WCCFtech is the source they most liekyl gottheinfo from, which just references "Chinese forums" as the actual original source.
