The difference between the 1070 and 1080 is pretty significant. I lied, it's gonna be a bit more than $70 more in the $80-$100 if you want RGB features. Here is one https://www.newegg.com/Product/Product.aspx?item=N82E16814487252 for $520

I totally agree there is more internal validation when I spent all my own hard earned money on my computer than people giving it to me. So ask for things that you wouldn't spend your money on

If you have a competitive attitude and actually want to improve then you'll end up spending a lot more than 20 hours in the game. You have to reach level 3 in game playing Casual, deathmatch, or the other gamemodes before you can play competitive (you get EXP by completing matches in the modes which levels you up).  After you reach level 3, you can only play get two competitive wins a day (up to 10 wins when you get your initially calibrated rank). I will say this is kind of a drag if you were hoping just to play competitive right off the bat. However once you've done this you can play as much as you want. It gives you practice with the game mechanics though which is important.

It's kind of rough at the start, especially if you don't have much experience with counter-strike. The game has a very high skill ceiling, and while it's true that you are placed with people around the same MMR as you in competitive, it can be hard to climb out of the lower ranks. Once you hit level 25, you can use prime matchmaking which ties your phone number to your account. Generally this has less cheaters/smurfs than regular non-prime match making and in my experience it has been pretty solid, even though you can easily get a fake number if you are super committed to cheating.... As long as you have the motivation to improve and keep playing you'll have a good time. I recommend trying to find a group of friends to play with if you are not into solo-queuing (going into matchmaking on by yourself). It's a lot more enjoyable playing with people who you can rely on to communicate effectively in game, since communication is a huge factor in being able to win competitive games. There are also tons of community servers with different minigame type modes (bhop, surf, kz, 1v1, etc) if you don't feel like playing the vanilla game modes.

If you want to get a taste of competitive before rank 3 you can also play community servers with the competitive rule set.

In my opinion, I would say yes the game is worth full price. I have put 1500+ hours into it and still find it enjoyable. It goes on sale during every major steam sale, usually for 75-50% off, so you could always wait if you don't want to pay full price.
