    Exaclty the difference, it stays at 4.5 under SIngle Core Load and Idle, Full Load, it drops down. 
     

     
    I have a CoolerMaster 120mm AiO, don't know the exact model cause I bought it with the CPU and Board used. 
    But like all the data shows, cooling doesn't seem to be the problem.

    Also the CPU Package Power spikes at around 80 and even the stock TDP is 91W (although I don't know if you can compare that).
    I added a whole Log file as an attachment, but I don't think it will tell you anymore.

    If you already have the second GPU, it’s frankly a better idea to just hunt eBay/craigslist/kijiji/LTT classifieds for some cheap low-ish end hardware to finish the second build. 
     
    Your GTX 1070 is going to suffer from just 2
    cores, and the setup is complicated and troubleshooting will be more difficult. 
     
    If you want to do this solution, do it for fun only.

    Are you just going to be using it for games & internet browsing etc. or are you going to be doing other things?
     
    Also, get an SSD (either sata or nvme) around 240gb in size, especially if you're only going to a 5400rpm hdd & are you actually going to use the optical drive?
     
    That power supply is super overkill (so unless you particularly want it you could easily go for something lower wattage) and you appear to have many, many, many case fans.

    Solid build, dont see a need for a 1000w psu but you do you i guess, personally if i were spending that much on a pc I'd go with more ram, could save more money on psu and buy more ram, you have commited the cardinal sin of not getting an ssd as well
