I'd say if you can sell your other stuff for a good price, and you have the urge to upgrade it would be a slight improvement. I wouldn't buy the 4460 retail though. They sell for quite a lot less used and that would be the best deal for your money.

EVGA most certainly do require proof of purchase to RMA, or atleast I had to provide it when I RMA'd with them not so long ago.

Since the front intake fans are so close to the GPU, they would feed a blower style card very efficiently, keeping it nice and cool.

My best friend and I just did a build in this a while ago for his younger brother and yes, unless you get a cold GPU, temps will be an issue. There's no real area for the hot air to go to and his GPU got HOT! I'd recommend a blower style GPU if this is your case of choice, or go with the Fractal Design Define Nano, very easy ITX build from what I hear.

I have the big brother, Evolv ATX, and I can confirm that in my SLI build, the bottom card is restricted by the power supply shroud. If it fits your build, I would recommend going with a blower style cooler on your GPU, as this would definitely help with the issue.
Even with this minor inconvenience, I still love the case.

A sufficient psu should have 6+2pin or 6 pin pci power cables.
If your psu only has molex 4 pins chances are its crappy and weak.

ASUS is the easiest, If the PC wont POST because of Ram you literally press a button and the MOBO fixes it and it starts.

These boards (and their mATX versions) are so similar as to be nearly identical. The Pro4 versions have fancier looking blue heatsinks whereas the anniversary versions are more stripped down looking.
mATX boards will have fewer fan headers than ATX. The IO ports will be slightly different between models. Decide what case you are using, which board you think looks nicer, and price, and just get one. You will be happy with any of these. Also, there is nothing wrong with putting an mATX board in an ATX case - if it has the features you need then go for the cheaper option.
Personally, for a $10 dollar difference I'd probably get whichever one looks the nicest.

ASUS had the best support for me. I tried asrock and i'm not gonna touch them again xD. (the integrated audio didn't even work)

Okay... The R9 280x performs the same as the R9 380x at 1080p. The R9 280 performs the same as the R9 380. Only difference mainly is power consumption and vram.

7950 is a nice one, afaik it's based on the same chip as the 380 and it has support for DX12.
And it performs still quite good.

Sapphire for AMD. The R9 380 is basically the R9 285 so I'd look out for that. The R9 280X might be something to look out for however, it's slightly more powerful than the R9 380.

More power phases can help with stable power if your really pushing things but stands out usually for very high voltages, most of the mitx ones like theses would be very capable of getting pretty good overclocks:
