Drive is failing. Replace it and next time, don't use a vacuum. They can generate enough static charge to wreck components. Take the system outside and blow the dust out.

@Lurick I have decided the following: Asus Prime Z270-P, i7 7700K, Corsair H100i V2, 16 GB 3000 MhZ Corshair LPX and a Corsair 400C case. 

Fixed it. There is a TRG switch on the motherboard that makes it over ride the BIOS settings and runs at intels default values for haswell which is 800mhz

Problem is I would like to upgrade my system (A friend can do it for me)
Most likely reason is that my board as well have very few Fan headers, for example my one fan in the top, it's in a CPU 2 header (3 pins) on a 4 pin connector, and it's sitting skew, since I'm afraid I will do something wrong and feel uncomfortable opening my case to fix things like "small headers" and I am afraid the fan is broken because it suddenly stopped working after I either took my PC out to get cleaned, so i am also afraid it might be burning the board when I let it stay off or something since it won't spin up at all (Not even booting) 
So i would like a newer build because I also want better performance and better streaming options (I lag as damm when I stream) 

@KenjiUmino I will be trying that later currently I'm packing everything down, me and the misses are moving tomorrow

It's just I've never OC'ed though, but I think maybe a friend of mine can help me out perhaps.

*That's clocked at least a good 300MHz lower than a "real" RX480 (AKA more or less 30% lower clock speeds) where it's slower than even a RX470.
 
Technically yes as the GPU in the PS4 pro does have more "processors" but when was AMD's stream processors ever equal to Nvidia's cuda cores?

So can your 970...you do realise that your 970 can probably 60fps in most games at 4K lowest settings right? Even a fucking 950 would do 4K in some games...not very many but that's not the point.

Uhm, CS:GO ain't using that much GPU it's like Dota more CPU intense. what are your friends settings? have they tried going in settings enable develeopper console and typing fps_max 0?

No, that won't cause bluescreens. LOL I never check the mobo website, I just use my brain to put 2 and 2 together to figure out. if the specs support your RAM's speed and channel type, you're golden(and watch out for DDR type, there's now DDR4, making it harder for n00bs).

@Abyss Gaming When you say Don't sweat it, you mean like don't worry?  

If I remember correctly, those benchmarks don't use a lot VRAM compared to some games out there.

A bunch of strangers aren't going to know her better than you. Anyway, a few tips....rule # 1 in gift giving is to never disclose the price be it high or low. Also, don't assume because female that jewelry is the best good go to. 
 
Case in point, if I gave my GF jewelry it would be mostly unused and she'd feel bad if it were also expensive. What works for her? She's a gamer. A new game makes her excited. Plushies make her pleased. Gotta know her hobbies and focus on needs.  On our 4th anniversary asides from dinner, I bought her some nice Sennheiser headphones because hers were no brand cans that were failing.
 
Really need to be observant. A necklace and chocolate aren't bad gifts, but ask yourself do you see this being something she'd get good usage from.
