Thats why i went down on the motherboard, since he will not be overclocking. But cool temp. is still preffered for the cpu.

There are numerous ways it could happen.
 
Power spike (caused by lightning, or a short circuit in his house, or an issue with the Electricity company) is the most likely cause.
 
Otherwise, he could have maybe forced a USB device in backwards, breaking the tab designed to prevent such a thing, and causing a short which killed his ports.

There are tons of servers, so if it's bottlenecking your bandwith, try switching to a server, where it's night time :). It doesn't mess with the game's performance, because you switch just the download server location and not the game server location. I'm always using a US server even though i live in middle Europe.

It makes alot of sense: 
More users downloading games results in more load on the servers. 
I switched server from Denmark to Germany, Hamburg, which has fixed the issue. 
I guess the Hamburg server is better equipped to handle the load. 

Next time i'll download at early morning instead.

If there was nothing on the drive originally, it's fine. If there was any data stored, then potentially that data is lost and if it's important she should use a data recovery software to see if anything can be recovered.
 
But it shouldn't do any physical damage to the drive and she can go ahead do a quick format just to format the drive completely.

80+ only means something for the efficiency of a power supply, but the difference between 80+ "white" and 80+ bronze is so small, that slapping "white" on a power supply essentially also implies a lack of care.

Not really, but efficiency usually goes along with quality.  It's got plenty of exceptions, but usually a higher efficiency model means the quality of the product is higher.

the efficiency itself isn't bad, it just means it's less efficient in converting power from the wall to power for the pc. but the VS550 isn't good, i'd get another unit. the cx500 is mediocre too. can you get something like an xfx ts/proseries, seasonic eco/s12ii or corsair cx450/550m instead?

First off, you're going to have a higher power bill.  Second, the quality isn't very good.  A PSU that fails can destroy some or all of your other components.  Don't take chances.
