that is normal, it is called coil whine and it happens when you're outputting crazy amount of fps.
these are inductors, or chokes, basically just a bunch of copper coils. when electricity pass thru them, they vibrate, but usually the freq is so low you cant hear it. but when you're doing 1000+ fps, they are whinning with audible freq. high quality inductors have its coils encased in resin so they would not vibrate ("solid inductor"), some lower end parts disgises as solid ones so it's difficult to tell which is which.
fx era nvidia cards, and some amd reference fiji cards are known to have coil whine, but it's less common these days. your 1070 is a very frugal one, a card of this level rarely skimp on fans let alone high quality electronics.
and unfortunately it's not fixable, you'll need professional equipments to replace them, while small parts like these cost peanut money, the labour cost is often too high to justify it, let alone it could make your card a paperweight.
good news is they wont break your card, the only downside is your card is a terrible overclocker.

so non english speakers, what word in other languages you know that makes a good laugh when translate literally into english?

This one needs the original language.
"Hors d'oeuvre" literally translates to "outside of the work." You wouldn't know that it was referring to food without the context.

i dont think in the near future nvidia would launch a graphics card that doesnt plugged in a pcie slot. but if you mean bandwidth...
we are nowhere close to satuate pcie 3.0 x16 slot bandwidth, even with rtx2080ti, running some games could see noticable framerate drop only ON PCIE X8 mode.
and since pcie 4.0 basically doubles the bandwidth, i would say you have nothing to worry about running out of bandwidth. if you wanna know what it feels like to have your graphics card bandwidth limited, set your pcie slot speed to 2.0 in bios, see if you can spot a difference.
and if amd keep their words, i would say 4000 series could be the last ddr4 generation. judging by how x470 still supports 3000s, i have hope for x570 boards.

its a breath of fresh air to see a properly compiled post instead of a wall of effing text.
anyway, intermittent freezes strikes me of dying hard drive, either bad sector or just end of life failure. try unplug the hard drive (data and power) and boot again, run a vs ai game in lol and idling for awhile and see if problem persists.
if you are running windows 10, you probably dont need another antivirus program, uninstall it. windows defender is mighty powerful and generally very little impact on daily ops.

you should replace the microswitch, which costs pennies. there are plenty of tutorials on yt. all you need is a soldering iron and a pump, which costs way less than a new mouse.
dont replace your totally fine mouse just because a tiny switch fails. it's not good for the envioronment.

this is the thing.
people might judge you for your lack of familiarity of keyboard and mouse operation in fps games, some might mock you for playing an fps game with a controller, on pc, including me. playing a shooter game on pc with a controller is just silly. like eating a steak with a pair of chipsticks.
but this is the beauty of pc gaming. you don't have to force yourself to adapt a totally different control scheme, you can play the game however you like. having difficult playing shooter games? why not try playing other games? try something that is slower paced than pvp games (they are bad for you either). 3rd person shooter should be an easy start, like farcry, tomb raider.
