System restore didnt work aswell

Startup repair dosent work ill try system restore

So yesterday there was an update and while updating my pc turned off and said diagnosing pc when I turned it on and it just says failed to start windows and this just repeats. I cant do anything. Please help me

I have a desktop pc and it is 3 years old but i havent had any isues

I had a fresh instal of windows 7 2 days ago but i didn't delete all my files stored on hard drive

Are there still any huge bugs in windows 10 ? Like the one with flashing screen ?
