Well, this topic depends.
In my opinion, the DX Racer chairs and those other "gaming" ones are overpriced and just as good as a normal office chair. So you are essentially paying the premium for aesthetics and branding.
If you like that kind of thing, go for any one of those.
But if you aren't huge on aesthetics, a good office chair will do.
Lower budget: Any cheap one you can find at Staples, etc thats in your budget

GTX 980 with a reference cooler is like a heavily OC'd 970 in performance, but the Fury is expensive at your location. Get a 390/390X imo.
EDIT: If you upgrade rarely (I just read it) get a 390X. It's a relatively "futureproof" GPU, definitely more than a GTX 980. Is better at higher resolutions and has good DX12 benchmarks so far, some of them are around 980Ti in DX12 performance from what I've seen so far.
