I would never go with Just a surge protector again, Try unplugging your computer a few times while its on and see how well it works afterwards ,No thanks!
In the summer here we get quite a few Thunderstorms and power outages.
Too much of a risk of HD corruption.
You can't have too much extra power
I have used 2 of these

for 3 years now,Even while gaming and the power goes out,not so much as a flicker and hopefully the power comes back on before I have to shut down.
Not to mention you will need a Motherboard that supports a 220Watt CPU, preferably a 990FX board.

You really need to rephrase your question, Better ,cheapest, new build or upgrade.
What do you use your computer for mainly? surfing, gaming? what games?
Also What motherboard are you currently using?
It was Always $200 US for the 4G card.More for the 8G card.
Currently the 4G is $260 Cdn and the 8G is $335 Cdn. Which is about right with the current exchange rate.
Always The Power supply!
CPU/GPU are nothing without a good PSU.
The amount of Issues from a weak, cheap PSU are numerous. I always tell anyone building a new system,At least 10-15% of the build cost should be a top name brand PSU.
