You probably have already, but if not I highyl recommend Terraria. Cost a few bucks during sales and you can easily sink hundreds of hours into it.

Too many variables to say definitively. Air Cooling is very good and AIO's have their uses outside of just raw cooling. Depends on what you want out of it.

B365 is locked to 2666mhz.
Note that in titles like the division 2 you might experience lower performance due to this. Though its not a whole lot of titles
By a quite a few the 2600 is considered better buy due to this aswell as its extra threads.
Though the 9400f will work just fine.

Don't use 2x16GB 2400MHz RAM with Threadripper. Go with a 4x8GB 3000MHz kit instead.
Depending what it's being used for, might not be any need for 32GB RAM here.
Too slow RAM for Ryzen again.
Super old, crappy PSU. There's better stuff for cheaper.
Could save money with a smaller SSD (250GB or 500GB).
Can save $30 by using the stock Ryzen cooler that comes with the CPU.
Could buy a 2200G/2400G system instead and forego the graphics card. Would be able to get a much better system, and would give you a better starting point to upgrade later by adding a graphics card.

For 400$ I'd probably get a 2200g with a b series board and skip the gpu to be honest, since you won't be investing money in a dead platform.

The chip doesn't produce less heat because of a better cooler; the cooler simply is better at removing the heat making the chip appear cooler (but really you're just 'throwing' more heat into the room).

AFAIK sata drives don't take up pcie lanes. You can get pretty cheap B350/B450 mobos with 6 sata slots so I'd do those.

The thing with fans is that as you increase them in speed, the less and less useful they become in cooling something. Blower style cards, since they only have one fan, need to pretty much do the work of two fans, meaning they have to spin exceptionally faster than normal ones to reach the same effect in cooling. There's no problem with running fans faster, but you start to make A LOT more noise then what you're gaining in terms of temperature. Nvidia probably limited the fan just to protect your ears.
PS. look at the graph in the video, as you can see the amount of heat effectively carried away dimishes drasticly with increasi in air velocity a.k.a. air speed, or in the case of fans rpm speed.

AFAIK it's only the bottom slot that'll have less pcie lanes. Only thing I can think that would lower performance would be the smaller amount of space for airllow

A game being coded badly doesn't mean it'll damage your pc, only thing I could think of would be something like corrupting your hard drive. So no, running Minecraft (or really any game for that matter) is not bad for your pc or the components within.

AFAIK the 8400 and 2600 are roughly equal speeds in games. If I had to pick one I'd go with the R5, mainly because you'll have a better upgrade path in the future.
