The second an aws employee gets a call from the FBI who has a subpoena, they're gonna be shitting bricks, because its the fbi, and they're going to forward them everything they have on you; including your: credit card, IP address used to connect to the remote server, IP address used to register the account, your full name on file, your address, phone number, etc. 

There's no such thing as a "no log VPN" as everything always gets logged somewhere in the chain of provider networks. Your IP address will always be tied to everything you do online. Everything you just listed is absolutely overkill. The only reasonable tor exploit the feds have used in the past was purely just a javascript attack which forced client machines to ping fed servers outside of the tor proxy (using ICMP instead of TCP (ICMP cannot be forwarded through proxies as it's a stateless connection. Servers have no way of keeping track of it)).
 
To OP: I suggest you don't do this. If you're curious, theres plenty of videos on YouTube of people browsing various markets. Unless you have a very good understanding of how tor architecture and various socks proxies work, then you're really not suitable for protecting yourself on tor.

In order to have someone from AT&T come out to your house, you have to be on the phone with them for around 5 hours (atleast I did) with them telling you to unplug the ethernet, power, etc. After you tell them that nothing has changed, they "reset" the router on their end (still nothing ever happens. ever.) Not to mention they outsource all of their call center jobs to people in India, which are so hard to talk to and understand.

Creeperhost or whatever you said earlier is a reselling company. They buy datacenter hosted servers and charge you more. Use OVH. Other companies like NFO will disappoint you. Not to mention OVH comes with free denial of service protection, and an unmetered 100mbps port for VPS.

Wrong. His modem clearly can't handle the high pps rate that's coming through the line. Therefore, he can't mitigate it.

From the logs, it also looks like he has no idea what he's doing. He's trying different attacks that shouldn't be working with most modems (Ping of death)
 
Disable ICMP and block incoming fragmented packets in the firewall when the attack starts and see if that mitigates it.

I had the same problem. Believe it or not, all they did was factory reset the AT&T modem and I was suddenly getting 50/10 (My advertised speed).

They use Tilera, Arbor and their own set of firewalls for inbound filtering, and over 7Tbps of global bandwidth.  NFO doesn't have that capability.

When you have your hotspot on, your connection is being routed through a bunch of seperate wireless networks. I would say that your ping is pretty high for it, but everyone gets high ping once in a while, especially on unreliable wireless networks.
 
If you're just browsing the internet, you'll be fine.
