    I found the fix, the CPU Was power Hungry/Unstable.
    (It was running at 3.9-4.1ghz with 1.25v)
     
    I noticed it when I was looking on closely on Ryzen Master software.
    I reset everything to default, removed ryzen master and its stable now.
     
    Ryzen Master despite if you use it or not will set the cores to a pre-defined profile which could be unstable as well without the user knowing it, especially inexperienced users.
    It seems to overwrite the options that were set in the bios and some features as well such as xfr and precision boost.
     
    I still have tiny issues in some mmorpgs in cities but that is to be expected I guess, tera and guild wars 2 namely.
    In tera Dungeons: 17-30fps on medium settings
    In gw2: very good fps overall only in cities it dips a bit and in big populated areas it is going down to 40fps or so depending on the situation there.
     
     
    Im picking this as the answer so future viewers can benefit from the information if they have a similar setup and a similar problem.

    yes.
     
    chipsets only represents the features available (X370 and X470 support SLI, B350 and B450 doesnt for example). It doesnt mean one is better or worse. B450 is actually the newer chipset compared to X470

    Which is currently the Best CPU For gaming at the moment?
    Considering fps, frametimes and overall gaming smoothness.
    Which one would logically be more future-proof? Also doing multi-tasking tasks such as watching something, playing or working on something and so on, using photoshop and other such software, zbrush would be another work software or maya.
    and why?

    Well I am not in any particular hurry although I will get it this year hopefully.
    Are they planning on releasing any faster amd CPUs than the r7 series though?
    What would you pick if you were me according to all these data (for game performance with decent multitasking or and some streaming considering mmos as the main games of interest for user experience).
     
    bythe way I just saw this , how come the 1700 beat 1800 at a slightly lower frequency... wow of course it is situational, are both of the three the same just clocked higher? I wonder...

    I would go with the r7 1700 for multitasking and streaming performance, and for mmo games I think it would still keep up with the intel counterpart. If you do notice lags or stutters, I would suggest getting an external capture device for streaming. 
     
    Regarding the video, usually they used high end chip at low end cpu, why ? Usually its because the chip can't pass the quality check, ex : stability issue, temp issue, etc. But since they are unlocked, its possible to achieve the same speed. This is one of the reason why intel has lots of types in the same gen, they could just lock few cores from an i7 chip and sell it as an i5.

    Lets say I am a gamer and I want to turn the machine into a gaming machine, to max everything, consider the parts I already have.
    Besides what I was told in the forums, douzens of them.
    I also was told that from dell themselves that I shouldnt run games and instead use it for work because it is not designed for games.

    The heat sink, if stretching over the DIMM slots, will still have room for RAM.  You will have to install RAM first, then the cooler second.  Kind of sucks, but it works.

    OP if you upgrade to skylake your just wasting money when you have a more than capable rig. my old rig from 2006 still plays bf4 on ultra settings with 50 to 60 fps after a GPU upgrade. and BF4 is pretty CPU intensive. if a potato pc from 2006 can hold up to triple a titles then theres no reason why your much newer chip cant.

    that chip is still more than capable in todays workload. maybe worse case scenario OP just rebuilds his rig using the same cpu and finding a non proprietary supermicro board. abandoning ship is a waste of money when you have a more than capable chip. the issue at hand can be either low volts or heat.

    This is advanced so keep in mind to read the initial post of the thread beforehand.
    It seems that it is something besides common throttling since I tried using 100% of the cpu power.

    Yes, inevitably any tech forum will get trolls who'll pretend to have some technical issues while they are in fact suffering from mental issues (which are a bit harder to troubleshoot, and often can't be fixed), such is life. Sometimes they're stupid obvious enough to get banned quickly, sometimes they're a bit more subtle.
     
    Was this thread created for trolling? I don't know. Maybe, maybe not. But here's the thing: Nobody is obligated to try to help OP. Every single member on this forum can just move past this thread without doing anything if they think it's not worth their time. If you think this thread was created for trolling... just don't help, ignore it. Nobody is forced to spend their time here.

    Just got this game and for some reason i get some stutters when im playing. The game does not feel smooth and i have messed around with different graphic settings but i cant seem to find the problem. I am currently running an i5 4690k and a gtx 960 with 4 gigs of V-Ram and 8 gigs of ram. My PC is usually very good at running hard to run games like Rainbow Six Siege at a consistent frame rate of 60 fps. However, in blade and soul, i get 60 fps+, but i just feel like i get these random FPS drops at times. I tried turning V-Sync on and off and i don't really see much of a difference in performance. I still see the frames drop at times and stutters occur frequently. 
    Examples of when this happens: when im moving to an undiscovered area, or when im going into a house
    Can someone send me their graphic settings on that game if u have a similar pc as me? If not, at least try and offer me a solution to fix this problem. I love Guild Wars 2 and Blade and Soul. However, right now GW2 is beating it only cause i can actually run the game at amazing graphics with no stutters.

    I have more than this one, check out the initial post, there is another one or two. Which have been running on heroes of the storm where the struggle is very real.
    The one above is from league of legends.
    Pretty much the same issue but in different weight.
    The load is big on one core and not even on all cores.
    So anyway thats how it was running while in game.
    League of legends does not need much processing power, but still has this weird effect I spoke of above.

    Update:
    I updated the initial post, check out the video I recorded a while back.
    The fps/choppy gameplay is not as visible as in the real experience (because it is a recording) but it is surely a good reference point.

    It is a top class workstation by dell.
    PSU info will be added in the initial post.
    I am not e technician to swap CPUs, this requires someone who knows how to do that, I got it swapped in the past by technician. No difference.
    I swapped monitors, I used HDMI too.
    The actual fps are not skipped, the units are skipping fps. Not teleport, just skipping. Anything related to the characters either it is a special effect or an move indicator is skipping frames if the unit that it belongs to is outside of my screen/view.
    Thats the only things I can answer.

    People from forums suggested it would be better to disable it because it would cause issues in games.
    If that is not the case then what can I do?...

    Its easy to build it yourself, its like Lego.
    there are TONS of tutorials on youtube, how you put which parts where together, which capes comes where.
    Plus, yo'll get any help you want here ^^
     
    And regarding which parts to take for what budget..  You can ask here too. Or any hardware forum.
     
    Another pro that way: Later you dont need to buy a new PC, but just replace the parts that are old. And dont think about, if your PSU is too weak, or if your Case is too small.

    xeons are more reliable, and not bad for gaming , werent made for games but for more intense tasks, not for less intensive tasks.
    The stutter is bad for an rts game, if I had a computer made of scraps then yes it wouldnt be that bad.

    Hi there. I am having trouble on playing heroes of the storm, I get this stutter effect, like not smooth at all but the fps counter is at flickering 60-59 constant, so there is no actual fps drop althought there is, it happens after minion spawn, and is ammplified when there are battles, it happens on training ai too, but not in try mode. here is the forum post: http://eu.battle.net/heroes/en/forum/topic/17288699994?page=1#0
    Blizzard live support could not help, they checked my dxdiag and msinfo to find no issue, everything that I was told did not help, it happens regardless of in game settings, out of game settings/nvidia settings, regardless of components which are far more copable of running it, regardless of anything really, temp, formatted many times, antivirus, background processes, you name it. I am asking for this issue for more than a year now. No one has ever found the cause.
    Connection was found to be okay. Contacted ISP, everything is okay.
     
    My specs:
    Gtx 980
    Mobo: dell precision t3600
    Cpu: intel xeon e5-1620 3.6ghz.
    Ram: 8gb. 4x2gb sticks.
