$600 later and hours of diagnosis and pulling the computer apart and putting it back together...
Took the CPU back to the retailer, they tested and had same DRAM error. CPU was bricked... there's no way that is possible from shorting the ARGB header?
 
All replaced under warranty but now I have a spare DDR4 LGA1700 board.

Yeah, I’m AU so I’ve had my sleep now. I’ve ordered a new motherboard so will hopefully go pick that up today…

a number of games are even playable at 1440p, so you could always just use VSR to run the games higher and downsample them for your 1080p display
 

Sounds like it would be possible. And guys, before everyone bashes him for trying to do the 7 gamers 1 cpu build on a $200 budget(cuz I know someone will), please keep in mind this guy is just talking about library computers. All they really gotta do is be able to browse the internet and search through their database I assume.
 
edit: Just fyi though, game tournaments(unless you mean chess or something) is not gonna happen on this build. If they really wanna host game tournaments you need to tell them that $200 just isn't anywhere near enough to do wht they want to do.
