Any particular reason you want 7200 rpm?  I assume it's for performance reasons, yes?  If so, wouldn't it make more sense to just get any drive that's over the minimum speed threshold you need, regardless of how that's achieved, rather than specifying the rpm?

Those game under utilize the GPU anyways, so you most likely won't notice a bottleneck.

You can't really future proof. Even if 8th gen CPU's use 1151, they will need newer chipsets. LGA 2011-v3 is also near its end. Though a 6800k will probably hold its value better due to its higher core count. I would wait for zen though, it might really shake things up with how AMD is pricing them.

What's your current PC? Unless you have some god awful CPU, save up a bit for Zen and see how it compares to Intel in the sub ~$100-$150 market

To move you away from everything everyone else is going on about, yes that's a very good deal. GTX 950s or R9 280x's go for roughly that used and with a refurbished card you get proper warranties and stuff. Plus it is the 4GB version, I'd say it is worth it.
Looking at 960s, the 2GB versions seem to be going for $110-$115 shipped, take it.
