Most all people need is messaging, the internet, watching videos, email and maybe viewing a doc once a month.

And Android/iOS offers that and had offered it for years. Which is just my guess on these numbers. People prefer portalable and good enough rather than bulky and overpowered for their task

I didn't say it was good I simply recommended something I was familiar with and knew would meet his needs if by chance it didn't have a stock cooler

Seems like I solved the issue (hopefully). Idk how, or why, but my memory and clock speed of my gpu were down clocked majorly . Also seems like gpu overclock settings are carried over even after a complete reinstall. 
 
So yeah, I just reset my over drive settings and it worked.

1 Gigabyte = 1000 Megabytes 
1 GiB = 1024 Mebibytes
 
Google is correct, there are two different terms that lead to confusion between the two since they're so similar 

Benchmarks are out for you already. They provide very cheap high core counts, although single core performance is lacking. For your use case you'll have to do research for what you need. Also this is the wrong forum section
