I understand its tempting for the extra performance, But myself I would and actually did buy a RTX2070.
It honestly didn't impress me that much and realise I should have saved up for the 2080ti.. the only real 4k capable consumer graphics card

Likely a CPU bottleneck indeed.
Why don't you try to overlock your 4690k? its a shame its sitting in a Z97 board without overclock in the first place! ?

actually gaming might be the place you see the most difference. Seeing the Ryzen 3d gen will see better instructions per clock and this is usually the limiting factor in game performance.
For that same reason you can see more perforance in games with a R5 2600 over the R7 1700

I would also argue it being a bad investment.
I do not know what exactly what you're going to get in your new PC, but you could in any case just swap the new graphics card over.
Might aswell buy yourself a 2080ti now and upgrade the cpu/motherboard/ram later no matter how big of a bottleneck your current setup might be ?

Are you having a laptop or a desktop pc?
I wouldn't recommend getting a eGPU, they are usually too overpriced for the performance you would get from it.
Even to the point that you might even be able to buy a better laptop to suit your needs.
On the other hand if you have a desktop pc, you could just buy a GTX1050/ti or AMD equivalent and enjoy that 60 fps maybe even in 1080p

Personally I would upgrade the phone if that laptop is still working.
I do understand how useful a new good functioning laptop would be for your college life though.. its a difficult pick ?
If you think economical, the laptop makes more sense, very useful even after 2 years, the Samsung Galaxy S10 will probably have another brother in 2 years for around the same price

For the sake of trying, just backup your data and reinstall your OS.
Nothing better then a clean install of Windows anyway its like having a shower after a long day of work, you feel reborn.

Try to uninstall your drivers using DDU in safemode.
Reboot the PC and make sure the network is connected.
Windows 10 will automatically install the drivers so make sure this gets done before you try to install the RX570 drivers.
Try install the newest RX570 drivers from the AMD website after leaving W10 install the GPU drivers.
If this does not work, remove the drivers again using DDU in safemode. but you should now have the driver on your harddrive already.
Discconect your internet and reboot. Install the drivers and see if this solved your issue.

You will never learn if you do not try.
That being said. Just give it a go and be carefull! If you don't use force it will be hard to break anything
The cooler will usually come with a installation guide.
You want to follow the guide for installing the cooler on "Socket AM4"
The cooler will likely come with some cooling paste.
Find on youtube a video about this cooling paste and how to apply it. or just use a small blob. don't over do it. (Less is more in general)
If you feel like your cooler is secured in place.
Start your computer and run temperature reading software to see the results.

Nope, not really possible. It's a BGA processor which means it is soldered onto the motherboard.
If you had special soldering equipment that costs a lot of money, and lots of time, patience and the skills needed then it would be possible but I don't think you'd want to go through that.

Maybe you can find a RX580 or GTX1060 for around 250$ should definitely give you a better gaming experience.
