Thank you. Looking at the graph you posted, it seems pretty consistent with my results for the x570 a pro. I am pretty convinced that this is a mobo issue now. Thank you all for the help

That board is not the the best i am afraid and is known to have VRM cooling issues, how is your case airflow? Some people have solved the issue by adding an extra fan pointing directly at the VRMs.

They did fix the VRM cooling issue on the newer MSI x570 boards.

With three fans i would most likely use 2 intake and 1 exhaust, so then you would atleast have positive pressure.

Refresh rate doesn't dynamically adjust to match frame rate. In other words, although you are only getting 60 'unique frames' every second, the monitor is essentially duplicating the frames to fit into its refresh rate. The monitor is also giving you twice as much 'visual feedback' every second in relation to your controller movements so things will seem much more fluid than at 60Hz. The benefit gained by additional frame rate (ideally 120fps) would be an additional reduction in motion blur.

Anything bigger than a 27" monitor for a PC screen standing on a desk 60-80cm away is way to big for gaming, i say gaming because there is no other reason you would want 144hz+. There is already some decent 32" monitors out there with specs you have listed aswell if you want a larger monitor.

Did you even do any research i mean one simple google search of "Xeon E5 1620" tells you everything you need to know, you have also been told multiple times the culprit to your problem which you seem to just ignore over and over again.

As long as you monitor the under load voltage it is perfectly fine.

Never head about this or seen it, HWmonitor & CPU-Z read my voltages perfectly fine.

You use manual mode to find a stable voltage and then adapative to reduce constant voltage

Yeah you have to be careful overclocking with voltage set to Auto because it just gives the CPU what voltage it think it needs for the core clock value you have set.

I would always advise using manual voltage to test the stability of a overclock and then if you wish to have a voltage which will only crank up when needed use adaptive mode, but also remember adaptive mode will also add 0.020+ or what the CPU might need to become stable.

You will need a new copy as the digital licence will be applied to the AMD system

Not even worth going from 4.6 to 4.8, may as well keep it cooler with lower volts.
