    Hey,
     
    I have got the same Problem I guess, since a year now.
    It came after I changed Motherboard and CPU...
     
    My old rig:
    (wich operated well I guess...)
     
    i7 2600k
    ASRock P67 Pro 3
    NVIDIA Geforce Gtx 660 Ti, wich I replaced with the 980 Ti, and no problems so far.
    Kingston DDR 3 RAM 2x 4 GB
    LC Power 750W
     
    Then I replaced nearby everything but the Harddrives (2x Western Digital 1TB),
    my actual rig:
     
    i7 4790k
    ASRock Z97 Extreme 6
    NVIDIA Geforce Gtx 980 Ti
    Corsair DDR 3 RAM 2x 8 GB
    be quiet! 600W
     
    First I did a clean install of windows 7, then I switched to windows 10.
    The problem occured on both versions.
     
    Before I discovered this thread, I was near to accepting this as normal and thinking maybe it was all just in my mind..?
    I really tried everything - many reinstallations of windows, checking all components, all cables - finally I took my PC to a specialist, they build a similar rig to mine (ARock MB, Intel i7), made a copy of my HDD, plugged it and my graphics-card in, nothing changed, also after they reinstalled windows, and switching to the NVIDIA Gtx 970 also made no difference.
    I first came across this shitty problem because of 'Assassins Creed Unity' wich additional to the miserable AA had graphical artifacts like white flickering lines and dots along some corners and boarders of textures - I uploaded a series of videos on youtube to document this problem.
     
     
     
     
     
    So after all,
    do you people of this thread think this is a software or a hardware related issue?

    For those who may still be following this thread..
     
    One additional thing I noticed is that supersampling works properly on this hd 5750. I had an r7 260x before, and that was the only other card who could do supersampling properly. As soon as I had upgraded to an r9 280x, supersampling just stopped working and looked just as bad as MSAA, while still drawing tons of FPS. Supersampling never worked on nvidia (except for those first two weeks etc. etc.).
     
    I recorded some gameplay with 4x anti aliasing@1650x1050 resolution. Check it out:
    how can this 5750 render it so perfectly with these settings, while my 750 ti couldn't do it nearly as pretty @1440p with 8x anti aliasing on still baffles me. I have no fucking clue what causes it and it just frustrates me. If my previous cards could render this game as smoothly looking as this 5750 did it, I wouldn't even have made this thread.
     
    Now I am stuck to this 5750, out of fear that everything will look ugly again if I upgrade. 
     
    I seriously hope they made some progress on this with the upcoming Polaris. All these issues are so inconsistent and illogical I can not make any fucking thing out of it and its making us look crazy as well. All we can do is hope that they do something about it. Figuring this out is king-crimson level shit. Just compiling info is all we can do.

    i dont think the game devs are picking stupid settings. if they did everyone would have this problem.
    and i did not have the problem before  i upgraded my mobo and cpu.
    the solution i have given above does not completely resolve the problem. it only minimizes it at the cost of details.
    and what about   d3d11 games some of them are unplayable  like    metal gear solid v the phantom pain
    i have seen game play with just fxaa on gta5  have better aliasing than my 8xmsaa
     
    These are not normal issues .  pls dont  say that everything is normal without watching videos that very one has posted.
     
    i  dont care that much about graphics i have r7 265.
    but with all this shimmering and aliasing i cant concentrate on the gameplay

    i found a solution for shimmering 
    Open Registry -> 'regedit'

    Navigate to :

    HLM/System/CurrentControlSet/Control/Video/

    Now under Video find the Key that has a '0000' subkey which has a 'umd' subkey.

    eg. for my system its:

    HLM/System/CurrentControlSet/Control/Video/{62B0C7BD-B807-45BE-8AAC-3176AB0DBF51}/0000/umd

    Under 'UMD':

    Create a String Named 'LodAdj' and assign value between -5 (Crisp Detail) to 5 (Faded Detail) .
     
    this will work in ALL direct3D 9 and OpenGL based games
    this method will not work on d3d 10 and d3d11 
     
    Direct3d 10 and higher give the application developer complete control over the texture mapping process. If the developer chooses to use mipmaps they can adjust the LOD bias themselves but the driver cannot. This means the LOD bias option in applications like nvidia inspector and nhancer will only work d3d9 and earlier.

    Just an update from my side.. I've been using this HD 5750 for a while now and the graphics, using ssaa + widetent look really good now. I'm not sure if it's the newer drivers with the wide tent option or the card making games look better again, but I'm going to guess its the drivers, considering that games without anti aliasing still look like absolute garbage. Atleast SSAA seems to be working properly again.

    i actually registered just now because i am having the same issue as the one OP stated, GPU is Sapphire R9 290 Tri-X

    temps are not the problem obviously, GPU only reaches mid 60°C while VRM floats around the 70°C mark

    my IGP,GTX 670, and 750Ti gives the same problem,, shit sucks. so i know this isnt from the hardware itself

    cant really tell if it's a connectivity problem, but i guess that's not it
     
     
    I might just do that later if i got the time, if that doesnt work as well i might just have to live with it i suppose.

    i have the same issue 
    it started after i upgraded my mobo and cpu 15 days ago
    before i had intel dh55tc and i3540
    now gigabyte h81m-s and i3 4160 cpu
    but did not upgrade my gpu i have an        amd r7 265
    i installed windows 7 from a disk i got from a friend 
    had problems with amd settings so i searched online found out that i did not have sp1 so installed that too
    after i installed some games tried to open them but i had some errors with .dill files
    installed all the necessary software 
    some problems where still there  so i downloaded .dill files from internet and replaced them
     
    i start playing gta 5 noticed something wrong with the graphics
    a lot of aliasing and shimmering which i did not have 15 days ago before upgrade
    i tried 8x msaa it was a little better but before i just used fxaa and it was a lot better than what i have now with 8x msaa
    the same happens with alien isolation  and some other games

    I just picked up a HD 5750 for some 20 bucks to play around with. Apparantly AMD has some newer driver interface. Now you also have the possibility to choose between whether you want 2-4-8x box, narrow or wide tent anti aliasing (in the past you could only box-edgedetect through the control panel). I've noticed that wide tent anti aliasing smoothens the image, very similar to what the supersampling did on my gt 630m, again making the image look a lot better IMO.

    Yes I see the jagginess at 17:50, but there's definitely something wrong there because I see the rest of the video just to see the soft spoken, softly gesture and whispering lady's face..

    Along this same line of thought, I think we should clearly identify and specify all the different aspects of this problem, since different people seem to be reporting different things.  We can then determine if they are or are not related, and possibly start checking off solutions.
     
    So far it seems as though: (please comment if I've missed any and I'll update this post)
    Anti-Aliasing not nearly as effective as it should be (example: see any of the many images that have been posted) Texture flickering/pop-in (objects randomly flash white on and off) (example: https://www.youtube.com/watch?v=prpkhkZszq0) Shimmering (flickering lighting on objects) (example: https://www.youtube.com/watch?v=rlg4C0_3fUM) "Minecraft shadows" in a game that should look very realistic and does even with lower settings on other people's machines (example: http://s27.postimg.org/u4g6fcofn/563456.png) The "detail box" problem where things are only rendered "fully" within a short radius around the player, causing a visible difference between things inside and outside of this small box, particularly with regard to shadows (example: https://www.youtube.com/watch?v=cWKl5c9ZkBQ) Claims that cards start out perfect and then develop this problem over time, getting progressively worse in discreet, identifiable "steps" Anything not in this list (unless I've forgotten it) is the result of something else (like the VGA-connected display issue that was identified and resolved a few posts back)
     
    It has been a long road proving that all of these are actually real things that happen, but I believe we are all in unanimous agreement that they do (with the possible exception of the last point).  Now there is still some debate over whether things like the anti-aliasing and shimmering are actual "problems" that some people get and some don't, or whether they are just normal operation of the game, but (afaik) we also all agree that the other issues mentioned here are not normal, and thus could possibly be fixed some how.

    I mean that you should zoom your face to screen and look after the text,for example look at the text (SKSE) and near the text you can see a shadow of it/doubled text.

    It's important to understand the distinction between problems with your display and graphical glitches that are already present when the signal leaves your GPU.  It's not going to solve anti-aliasing issues, or texture pop-in, or anything like that, but it would eliminate that ghosting problem since no good screen will ever do that.

    Thanks for posting up your footage. Try turning the "Sharpness" all the way down and see if that makes any difference. 
     
    Otherwise, yeah, that is typical aliasing as a result of the level of detail vs the limitations of the resolution. The light is reflecting on the edges of the window sill, for example, which is supposed to show as a very thin white line, but the pixels are too large to properly represent this detail properly and realistically. It's typically more noticeable with thin lines that are slightly off vertical and horizontal angles.   
     
    Unfortunately for this game there are no various levels of AA to choose from. It is just simply "AA on or off", so we don't know what type or how much it is applying (2x, 4x, 8x?). That being said, this is "normal" for this game at this resolution. LOD vs limitations of the resolution.
     
    I have this game as well, so maybe I'll jump in and do some of my own testing in that scene to see if any improvement can be made by tweaking the sharpness or by using DSR, but I don't think much can be done about it. Just the way it is.

    My problem started when i changed video card from gtx 650 to r9 280.I've played the same games on the same settings (gothic 3,AC3,AC4,fallout NV) on the same resolution 1920x1080 and on the old card everything looks a lot better than r9.And also i will connect old gtx to see if its r9 fault or meybe it'll be broken after i connected new r9?

    I've seen the problem. I am not discounting the fact that something is going on. What annoys me is that certain people are focusing entirely on Nvidia, which is diluting this thread's legitimacy and hurting our chances at finding real answers. If this thread was titled "Warning: All GPU's at risk for performance degradation/anomalies" it would have gotten the attention of not just Nvidia users and anti-Nvidia fans, but legitimate people that own cards from every vendor. They would be here clarifying whether or not they have noticed these anomalies, which would further aid in our search for answers.
     
     
    There was a post in the news section of this forum, involving the NSA having spy software on a bios level, and it stores information in devices plugged into the motherboard. While such a rootkit may be possible, i highly doubt it is responsible for these anomalies. I have been testing for over 2 weeks now (I have 4 systems in my home currently, with CPU's ranging from an Intel Q9300, a Phenom II 720 Black Edition, FX 8320, and my current Pentium G4400, each running different GPU's, ranging from a Radeon 2400 Pro, all the way up to a GTX 770. I even have a 9800GT and 560 Ti in the mix, so that is G92, Fermi, and Kepler that i am testing with. I have a brother with a GTX 750 Ti and a brother with a GTX 970, both of whom are also helping out. We all see the anomalies posted before, in the Heaven benchmark. We have determined that it is a normal phenomenon. However, we were unable to reproduce the anomalies in Metal Gear Solid: Phantom Pain. I have tried different resolutions, levels of AA, nothing was able to cause the problem in that video. I have to assume something else outside of the game is causing that problem.
     
    My other theory is a dumb one, but one that should be investigated nonetheless since we happen to be 100% at a standstill in this thread, and that is signal interference. The jumping picture quality on your TV can be explained by signal interference or impedance at the cable or splitter level. Perhaps call a cable technician to come out and replace your cables and splitters and check the signals to ensure they are within proper operating ranges. How that is impacting your PC is beyond me though, but hey, we have to start somewhere. 
     
    When it comes to getting to the bottom of this graphic anomaly problem, we have to start introducing controls. As much as it would suck, we need people to get together, and agree upon cheap hardware and software configurations that we can all use and test to see if it is 100% reproducible across all machines. We need to factor in all variables, even if they are absurd, such as ISP's, geographical locations, power consumption at the wall, etc. We need to compare this data among the group, and see how it fares out. That is the only scientific way to get a definitive answer regarding this problem. Sadly, such a reality will be next to impossible to orchestrate given the chaotic nature of this (and that Nvidia forum) thread.

    I started to notice graphics degradation after I changed my old mobo and Phenom 955 to the new one.
    I don't have pop-ins (the game is on SSD), but I do have shimmering, very low draw distance (notorious bubble), lighting sometimes shimmers as if it's turned off and on.
    Characters look mostly fine, except their hair and accessories are full of shimmering.
