If you need a CD or BluRay drive then there are plenty of cases with space.
I use a drive occasionally and I wanted a shorter case so I have an external.
Simply, if you need it, select a case with it.

external optical drive, find a hack to play the game w/o a disc (which in theory should exist by now), making a disc image and right click and mount it inside windows..
plenty of ways around it nowadays.

Figure out how much clearance you have available by measuring the distance from the cpu to the side panel.
What cpu are you cooling? Budget?

You will need to power on the motherboard by jumping the power button pins on the front panel header.

Yes, it is when building outside of a case. A screwdriver will be fine...just quickly jump them and remove. You don't have to keep the pins jumped. Also, if you can get your case close enough you can just use the front panel leads to connect your power button. It is entirely up to you.

That's not how PSU fans work. PSU fans pull air into the PSU and push it out the back.
