    Weird question, is your outlet, and intern power supply, properly grounded?
     
    What if you try your routine with the heat gun, but not actually heat the pc, just use it as load on your electrical circuit?

    I don't know, the options depend on what mobo/bios you have.
     
    You should just try getting into BIOS and restoring all defaults and see if that works.
     
    If restoring defaults doesn't correct your GPU's speed, the setting you want to look at is GPU clock frequency, find how your BIOS is recognizing the GPU(what frequencies)

    I wasn't a PC guy back in the day when that thing came out or I wasn't interested in the stuff (Probably 'cause of my age) But I hear good things about the 8800 series all the time.
