I don't think you can overclock on a B85 board so if you want to overclock your probably going to have to get a Z87 board.
Other than that the 650 Ti would be the only bottle neck, but if your giving it to him for free then he shouldn't have much to complain about.
Another note you can spend $5 and just get the 1tb WD Blue drive from amazon.
