could be about cost, being in the telecom industry everyone gets the flat line tel cord to run new tel and sometimes ethernet runs. Now that we are pushing lots more bandwidth down our tel lines these do not work. Ethernet people just think 2 pair lines are the same as 4 pair. working with the public who think they know everything and we the experts are wrong.

People expect the isp to have 100% coverage in there house and Full speed 24/7. regardless if they are in an apartment or large house.
If the isp can deliver on this coverage then it is up to the isp to fix. They the customer shouldn't have to pay to get something that works.
this includs 40-50 wireless devices if not more.
It comes down to people always treating internet as wifi. People don't understand you pay for internet that comes trough ethernet and wifi is just a bonus.
When the area I work in upgrade to fiber over half of the people thought this would fix there wifi issue, It has actually made it worse now that we are offering such speeds. Including playstation servers that max them out at ~50mbps when they pay for 100+mbps. Something on our end they say.

You can’t say that depending on the situation. Isp I work for does not guarantee much over wifi. Hardwired yes to a point.

as far as switches it depends. Cheap ones are just cheap. for the most part general home use shouldn't matter
I work for an isp and we like home runs to the basement/dmark to install equipment. have ran into issues were they do a run from the fiber ONT to a location. That run goes bad for some reason now every other wiring in the house wont work unless that gets replaced.
My house for example has over 20 cat6 runs all to 1 location. No one sees it unless I am in the furnace room. I also don't want this behind my tv and gives me lots of options to hard wire and install wireless AP if needed. We are getting to the days with many devices on wifi, slowing down wifi when you could hard wire more devices. Plus speeds are only geting faster. Wifi won't be able to keep up. My NAS is also in that room, it is big and noise and another advantage having it in the furnace room.
I recommend this, 2 runs to each room. ISP has tv services, QOS control is best having the tv on one line and internet on another.
Main tv locations I ran 6, smart tv (wall mount, 1 line goes to it), xbox one, android box, PS4, Home theater receiver is 4 right there. Yes I could install a switch behind the TV but it is already a mess back there.
what is your budget like? co-worker ran a bunch of lines in his 70's house. Back then there was no such thing as internet. He installed all unifi equipment and installed 2 AP upstairs, 2 downstairs and 1 in his garage. House AP are in closets using POE switch.

work yes but not recommended. will run into a double nat issue if not setup properly.
your best bet would to be install a switch upstairs and an AP. you can get POE switches that power an ap so you can stick it in a closet for example

try right at the modem not using any of the switches
could also be a network saturation on bells end.
try it various times of day with the same setup
also do you have any 10gb ethernet equipment? 1.5gbps is faster than most modern equipment can handle.

since linus has all this hardware and we have seen PLEX on some of his videos why not see what the quadro can do and the latest high end GPU cad do with out the limitations for GPU transcoding.
They don't have to use any actual movie/tv show just take a footage that has the same bitrate and quality as some of the content people may use.
I am only thinking this cause NVIDIA limits it to 2 streams with any consumer GPU and apparently unlimited with higher end equipment. I my self am possibly looking for something and would be nice to see how many streams the cards can do.

twice this week so far. ISP modem/wifi/router was on channel 11, no speed. Moved to channel 1 and boom full speed.

how high end is your tester? most testers just check for continuity and that is it.
Have had a few times were a cable test fine but there was a staple through it. This caused it not to work.

wifi is a luxury
some houses are great others are different. Even if a buddy has the same device in his house your wifi will act differently.
Most/all isp wont guarantee any reliable speed over wifi. Ethernet no problem.
I had a android box act as a wifi jammer. once it was unplugged the wifi was full speed. plug it back in down to practically nothing. How is this the isp fault you tell me.

as a business you should not be using wifi.
I do suspect it is a wifi issue, you using the provided isp hardware for your wifi?

of time to contact your isp. They should be able to see the modem stats and see if there is an issue. I know vdsl will work on 1 of the 2 conductors of the phone line.

there is hdbaset matrix but I think this is more pricey
The thing I don't recommend is using it to play games, the latency is a concern.
it would be nice if tv manufactures started to add this option,
