    I think you are talking about certain CPUs no longer being supported when upgrading BIOS to support 5000 series CPUs due to the EEPROM limitation. This only impacted motherboard using 16MB or 128Mb BIOS chips. 
     
    Your motherboard is not affected by this limitation and a BIOS upgrade will be fine (Due to it using a 32MB chip).

    By different colours, can you explain a bit more? is it like when you have a loose connection on the VGA cable where it all goes one colour? If its all one colour, you can try different adapters or different cables.
     
    Or are the colours slightly different to what was displayed using your previous output? 
     
    I am assuming that you have installed the Nvidia drivers for the GTX 1650.
     
    You can alter the colour settings in the Nvidia control panel. See if that helps at all.
     
    Also VGA is fairly old nowadays, I would recommend upgrading your monitor at some point in the future if it doesn't support any other inputs.
     
    A picture of what you had before vs what you see now colour wise would help a lot.

    When you install the OS, it will setup a partition (invisible to you) that will contain the boot information and the BIOS/UEFI should pick up on that and offer it as a boot option. Try installing the OS first then setting the drive under boot priority afterwards.

    Thank you i finally found the culprit!! it was the power cable that was faulty, i swapped it out with another power cable and it finally booted! Thanks so much!! :))) Thanks for the politeness and professionalism as well, rebuilding the computer outside the case is definitely a good suggestion

    Confirm that you are not connecting the monitor to the motherboard instead of the GPU.
     
    I am assuming that when you say won't power on, there is no sign of life on the PC. No lights, or fan spin.
     
    I am also assuming that you've done the basics of troubleshooting as other posters has said:
    Clear CMOS Reseat GPU / Test GPU in another system Verify RAM is on QVL  
    I would suggest that you test the parts outside of the case. Do as you did before with testing the parts. CPU + motherboard + Cooler + 1 stick of Ram + GPU. The motherboard should preferable be on the motherboard box when testing and not on anything that conducts electricity. Connect the PSU to it using the appropriate cables making sure they are correct. Connect your display to the GPU. Then turn on the system using a screwdriver to bridge 2 pins. You can locate the pins using the motherboard manual on page 12 (1-4), Number 8 - Atx Power Button pins.

    I'm not sure whether its the camera but there does appear to be some slight curvature at the top, I am going to assume that's from the 3rd party CPU mounting bracket. Try loosening the screws on the cooler a bit to reduce the board flex. Can you take a picture of your standoffs in the case when the motherboard is not present as well. I want to rule out the possibility of a short from a standoff in the wrong location.
     
    Given that your system doesn't turn on at all with the GPU installed + the PCI-E 8 pin power plugged in. I would suspect a short. The orange light is an indicator of power if I'm not mistaken. If that is not on or goes out when you plug in the GPU power cable then I would replace that cable as it is either not meant for that PSU or is not the right type. OR it means you have a faulty GPU. It is unlikely the GPU will be faulty given that you have fan spin. 
     
    EDIT: The orange lighting is referring to the RGB/Board lighting. Not status LEDS. Still a good enough indicator of power and worth checking the above.
     
    To summarise, I would do the following:
    Rebuild the system outside the case. Check that the Power cable going to the GPU is correctly labelled as PCIE or if there is a spare one, to swap it to that and test. Test with another PSU if that fails to work. Maybe loosen the Cooler a bit so the board isn't flexing/bending as much if it is. If the above doesn't help then I would try with a different GPU. At the very least I would except the system to display a message stating that the GPU power has not been plugged in if the power cable is disconnected.

    By reseating, I simply mean removing it from the slot then reinserting it back into the same slot.
     
    I think it will be good to verify that the GPU + PSU works.
     
    I will have a look at "ASUS prime B350m-a orange light". By Orange light, am I correct in thinking that you are referring to the lines on the motherboard near the back of the PCI-E slot and the bottom of the motherboard IO?
     
    Don't worry about disconnected SSD, even without storage, the system should still turn on and show the motherboard logo/splash screen. The only difference is that it will not go into windows which is irrelevant right now since we can't even see POST.

    What you did wrong is that you cheaped out with a no name piece of junk PSU which most likely can't output the amount of power it states it is capable of outputting.
     
    Purchase a PSU from a reputable company and not the cheapest thing you can get because you shouldn't cheap out on the PSU.

    So, I am looking at the BioStar B550T-Silver manual.
    Wow... Windows XP mixed with Vista screenshots, and no section related to the BIOS, beside updating it. I mean, there is lazy and not caring, and there is lazy and not caring.
     
    So, you have to help us more, if you want to actually fix your problem.
    Every UEFI is different, every manufacturer likes to use different terms for the same thing.
    Older MSI boards, for example, had an option along the lines of "Windows 8 mode" [Enable/Disable]. Windows 10 was released by the time the board was released. People, as a result, turned it off (was also default state)... as they have Windows 10, not 8. In reality, this option, when disabled (default), would make the UEFI emulate the old BIOS for installing legacy OSs, like Windows XP. And CSM was enabled as well, if I recall correctly. So, the option should be enabled for Windows 7 and up (yes, 7).
     
    So, what I am trying to say, is that you need to go through the UEFI, or provide us with a series of screenshot of the UEFI, so that we can hope we can guess what to tell you to set. Typically, I look through the motherboard manual, and the important options are at least mentioned, and describe in some vague fashion, which if enough to help people. BioStar, sadly, doesn't provide anything.

    Did you actually change the PCIe gen to 3 or 2? On some mobos the "riser" setting refers to bifurcation which is completely unrelated.

    15 minutes is more than enough. Its a bit odd that it won't post with R9 fury X. I had a look around for other people running that GPU + a modern CPU/Motherboard. I think if it works in your old system but not in your new system, that its a case of the VBIOS on the GPU now playing along with the motherboard BIOS. See if you can update the VBIOS and try again.

    I have a feeling it will definitely work with the GTX 1080ti and with the RTX 3080ti too.

    It was the vertical gpu mount that was messing with the system even after the clean install of windows but when I plugged the gpu directly everything was okay. thanks for the help.

    use another machine to download the Windows 11 ISO using the windows media creation tool > https://www.microsoft.com/en-gb/software-download/windows11
     
    then use rufus select the USB drive to use, select the windows ISO image and enable the bypass checkbox. then proceed to flash the USB. then you have a USB with windows 11 that should work to install on your pc.

    It definitely makes it easier to run XMP on 2 sticks rather than 4. Unfortunately, that was just the way things were with early Ryzen. That and also the issue with different memory topologies on motherboards. 
     
    If you are running 4 Sticks, the T topology is better (If I am remembering correctly)
     
    As @CommanderAlex said Corsair Vengeance doesn't play as nice with the memory controllers for Zen 1, Zen+ and Zen 2. You can try running a kit on the memory QVL for your motherboard.

    If your kit is already on there, then you just got a CPU with a weaker IMC unfortunately 😕 . Can't really do anything apart from maybe adding SOC voltage but its not worth it.

    I left it for I'd say over 15 minutes and resat all parts.
     
    I have a hunch that maybe my GPU is not supported so going to try a 1080ti and 3080ti tomorrow.

    Is your windows on that hard drive per chance? 

    The freezing is the system having to wait for the hard drive to catch-up with it. I would recommend getting an SSD. This should fix your issue.

    I would say try do a fresh install from a USB stick.
     
    Try find a friend, library or PC repair shop and ask them help you create a Windows installation stick.

    Have you tried reseating the GPU?
     
    How long have you left it to boot for? on first boot it can take a while.
     
    Regarding Error code readouts, they removed it cos its cheaper to just have 4 LEDs compared to a 7 segment display. 😕

    Your computer will train memory everytime you boot it. I wouldn't worry too much since it only happened once.  If it happens again then consider taking more action.

    Take the bottom cover off, remove the battery and charger, dab up any dampness you see with a paper towel, leave it someplace warm and dry for a couple days, and cross every digit you've got in hopes that nothing got fried when he tried to use it wet.

    Welcome to the forums!!!
     
    Have you checked on the motherboard's QVL list to see if the RAM modules are on the QVL list??? Generally, Corsair Vengeance sticks do not play nicely with Zen/Zen+/Zen2 IMCs and filling all slots with 4 DIMMs puts a lot of stress on the IMC in the CPU. 
     
    The 2700X supports up to DDR4-2933 so 3200 XMP is considered an overclock and is not guaranteed. AS @JenjerBread mentioned, BIOS updates can help improve memory stability and may be the only thing needed to get to 3200.
