Oh, So if i was to get a 1070 it would be next to pointless becasue of the monitor so i might as well go with your original build? Thanks for your help

Which won't provide an advantage at 1080p 60 in immediate performance. The advantage is in longevity and modification. The GTX 1070 is a 1440p card, and will become obsolete at 1080p long after the RX 480. At 1080p, I'd argue that this is not enough to warrant the extra investment. If OP wants to mod the hell out of Skyrim SE, Fallout 4 etc, then he's pushing each engine to its absolute limit, and will need an overpowered card to hit a stable 60FPS even at 1080p. I don't know if this is OP's use case.
What if someone lives in a hypothetical country where the fastest speed limit is 60 Km/h, and they want a car? Would you recommend a Ferrarri, knowing that he'll never be able to exceed 60 km/h? No. In terms of performance, the Ferrari is equal to a Sedan here. Sure, you get bragging rights, style points, and a car that will last longer, but you also spend more money for no increase in performance.
