    I think you should keep it as it is now. The 2 bottom fans will supply air to the GPU and the 2 front fans will transport air to the D15. Optimal setup in my mind.

    As @Beerzerker stated above Furmark is a GPU killer. I'd recommend you use Heaven benchmark instead.

    That depends on wether or not the BIOS fan control supports both PWM and DC. I'm pretty sure MSIs fan control supports it.

    The speeds you have been given by your ISP is controlled by your ISP. You'd have to contact them to get the speeds changed.

    CPU don't "degrade" as such, but after years of use it is more likely that a fatal error will occur that kills the CPU. This is also the case with ARM CPUs which is what iPhones use. The performance might be slowed, but that is not because of the health of the CPU. Most likely what causes performance drops in iPhones is the degrading of the battery and Apple designing iOS to mitigate this by slowing performance.

    Sorry, but my x-ray specs do not work on pictures. All I see is the back of my monitor.
     
    Look at what model of motherboard it is and that will give you an idea of what generation CPU it is. If you want to know what model of CPU it is either boot it to the BIOS or remove the cooler.

    If you're thinking of getting into high-level beat saber gameplay I'd recommend the Rift with 2 cameras as it has slightly better tracking. For everything else, get the Rift S.

    As far as I can see in pictures the mounting holes overlap only the finstack and not the part of the rad where water flows. I'd suggest you take it out of your system and leak test it just in case. If no water leaks out you should be fine to use it as is.

    Seeing 100% CPU usage is fine, especially with a 4-core 4-thread CPU.
    CPU might be bottlenecking the GTX 1060 a bit.
     
    You also will need a DIFFERENT motherboard for the i7-3820.
    That CPU uses the LGA 2011 socket (X79 chipset)-- your current motherboard is socket LGA 1155.
    ALSO don't get mixed up between LGA 2011, and LGA 2011-v3 ....both different sockets.

    The GTX 1050Ti is still a very low-end card, even by the standards of previous gen hardware. To add more problems, the CPU is a bottleneck.

    If you don't care about the higher refreshrate on the Index, then I'd recommend that you go out and find a HTC Vive HMD with basestations and then buy the Index controllers.

    The 9900K runs a bit hotter than the 8700K, but if you have a nice cooler it won't be a problem. If this was me, I'd totally do it.
