    Okay, so I kept things a bit overboard except for the GPU because you didn't tell us what monitor you had. The R9 390 can still max out every game right now at 1080p 60hz, which is probably what you have, but just in case I made sure the motherboard supports dual GPUs and the PSU can handle another, or you can simple swap out the R9 390 for the 980ti and come in at around the same price as your build, but with a much more powerful CPU, more storage space, and much more balanced.

    prices fluctuate a lot, and they change hugely depending on location as well.
     
    for example, remember when the 6700k just launched and everyone in the usa complained about its pricing?
    cpu+mobo+ram total price difference from my retailer of choice: €20.

    here the difference between haswell refresh and skylake was next to none at the start (my retailer lifted the price a tenner or so because the moment stock came in they'd fly straight back out the door.)
     
    but overall... when you need 16GB ram, going for a platform with DDR4 may actually be cheaper at this point, as well as the multitude of features skylake has to offer, i've been planning on getting skylake for my new home server, once my old clunker finally hits a point of needing retirement.

    Just keep going and keep testing until it is not stable anymore, then stop at last stable OC. Every chip is different.You might have a really good one!

    2. the 5930k is an overclocked 5820k with 12 more PCI lanes. 
    3. a GPU technically uses 16 lanes, but will be more than fine with 8.
    4. the 5820k will be fine for you.

    You don't need the 5930K for one 980 Ti, just get the 5820K, the $200 difference isn't worth it

    Change the SSD for an 850 EVO. The V300 isn't as good as advertised.

    The V300 is not very good, just the other day someone had one and it was all over the place jumping from 75 MB/s to 300 MB/s half a second later. I would not recommend a V300 to anyone who want's a reliable SSD.

    This is some poor logic. Hard drives can have problems that disallow it to function properly. SMART doesn't tell you everything for any drive, and I've been using Windows on my Intel SSD just fine.
     
    Your logic doesn't hold, and it seems like you have something against SSDs and automatically blame the drive for the issue, which is not proper testing at all. Stop spreading the concept that hard drives are the end-all-be-all with regards to function. Hard drives can have problems, and sometimes be inconsistent at the same time.
     
    Also, as a side note, we use SSDs in the military electronics I inspect because they're objectively better.
