You could if you would not be changing orientation, but since you want to flip it up, the whole processor might not be covered right again. You should look in the box of the cooler, sometimes they send an extra little bit with the coolers even if they have pre applied.

Thank you for the explanation, I think I'll go with the DT770 80 OHMs and the Fulla, I read the Fulla can run the 250 OHMs but the price goes way up, even between the 80s Grey and Black there's a $70 difference for some reason.

So I am doing this for a friend, he went ahead and bought this https://www.amazon.com/gp/product/B0BNJ2Q61N/ref=ox_sc_act_title_1?smid=A2PRFAJ6IL2P9M&psc=1 a couple of days ago and it happened to arrive today, I tested it and it seems to be working fine now. 
 
Pretty sure it was the adapter, I tried it on 2 different motherboards, and reseating it multiple times, and I tested all the cables with a different GPU and they were working fine, so this led me to conclude it was either the GPU or the 12vhpwr adapter, so now that it has been replaced and everything works, the conclusion is that the adapter went bad somehow during the upgrade.

Thank you so much for all your help and time. I think I have a game plan now. Try and get 4 x 16TB in Raid 5 for 1 x 48TB vdev, then once I have emptied my old drives, I can add those 4 x 4TB in Raid 5 for another 1 x 12TB vdev, so I can have a total of 60TB in the pool for my files and media. Then, I'll upgrade to 64GB of RAM for my VMs. Install Proxmox on my SSD, and start from there.

It's the Phanteks Enthoo Evolv TG, the front and top panel come completely off and the legs. Which is what I want to pain.

I think I can get away with a 550W wouldn't you guys think? And I could go with a 80 Plus Gold.
 
Edit: I ran the build on pcpartpicker and according to them the system shouldn't take more than 200W. So I'll downgrade to a 550W but upgrade it to 80 Plus Gold. Thank you all for your help!

Thankfully I got it right before the price surge, I wouldn't get it at this moment, maybe after price goes down again. But yeah, it helps with your color scheme. 

Haha no worries, it's a lot to learn, I don't really know a lot about all of this. I guess I'll just have to do more research and testing. 

Correct, the first gen Surface had some sort of mobile processor and had Windows RT, which was a mobile version of Windows also. Everyone hated it. On Gen 2 and forward they switched to full Windows and Processors.

First, I would wait to see Ryzen 2, at the very least it will drop prices on last year's Ryzen. Personally I would go for the 8400, it has a little better performance it appears. Also, don't upgrade your PSU, better spend that money in another 8GB of RAM which you will need more. And see about getting an SSD, at least 120GB for OS.
