    Try to underclock your card using MSI Afterburner (core and memory as much as possible down - Afterburner don't allow you to underclock so much anyway). Almost all cards are factory OC so this may be the problem.

    Temperature is not always main problem when oc. And less demanding game can heat your GPU a lot without vsync.

    Just try that underclock and vsync.

    Gamer Nexus does an all GPUs benchmark for hardware acceleration twice a year, eventually they'll be a great source of information on this behalf but like you stayed all Adobe software simply prefers CUDA/NVENC so you may be disappointed.

    I was a 970 owner, in late 2018 I picked up a used 1080ti for $550 so if you can find one of those now than RTX is out, I'd recommend it! Otherwise the 1080/2070 or Vega64 is gonna be your best bet (assuming you dont want to wait fro Navi)

    RTX 2070 would be the way to go in that price range.
     
    Adobe prefers NVIDIA, and the extra 2GB of VRAM over the RTX 2060 will benefit you.

    In creative workloads, the Vega 64 seems to outperform team green on a couple of fronts. You won't get as good of a gaming experience as say a GTX 1080. But you can find some Vega 64s new on Newegg for $400 (Gigabyte models I believe). Making it currently a better value than say an RTX 2060/70

    I dont know either, no 3rd party reviews for Navi cards coming next month yet or solid details in Nvidia's Turing refresh cards.

    Your system isn't too old. You may want to start using your render selection system in Premiere if you are needing to see how well denoiser is working. I haven't seen a single system that can analyze and render that plugin in real time yet. I disagree with the ridiculous amounts of RAM as I have only seen at most 32GB being enough for something like a 4790K. Premiere is so terrible with multi-threaded performance that reserving a lot of RAM towards the system is barely used in the first place.
     
    10 Bit video is incredibly dense footage, to be honest, your bottleneck is probably not your processor or graphics card, it is probably your hard drive. You may want to create an SSD Raid Array for faster read and write times.

    Here's my recommendation for a 4K editing rig, if you're using Premiere and AE.
     
    CPU: between 6 to 10 cores, unless Adobe has redesigned Premiere to be capable of fully utilizing multiple cores getting a CPU that has 10+ cores is really not that necessary as the performance gain is minimal compared to the cost.  At the same time, make sure the CPU clock speed is fast.  For example, between a 10 core 2GHz/core CPU and a 6 core 4GHz/core CPU, the 6 core CPU will likely give you a better performance.  So try to balance out clock speed vs. number of cores.
     
    Memory: I really recommend 64GB minimum.
     
    Storage: dedicated SSD for OS and applications.  Put project files, stock resources, templates, footage, etc. on secondary drives (use SSDs, HDDs in RAID, etc. as you see fit or as your budget allows).  And organize them well.
     
    GPU: If you can afford it, get a Quadro GPU (e.g. a M4000 or P4000 series) to run the display but only if you plan to get or have a 10bit monitor.  And a secondary GPU, perhaps a GTX GPU with sufficient VRAM and CUDA cores to run the workload.  If you don't have a 10-bit monitor or don't plan to get one (because a good 10-bit monitor for video work starts at a price around $1000) just get a good GTX card with sufficient VRAM and CUDA cores.
     
    FYI, I also use RED Giant plugins like DeNoiser and sometimes I just pre-render the sequence to help things move along faster.

    Its not usless at all even if he doesnt have a 10bit panel as there is much more latitude in the file when grading compared to a 8bit one. Thats like saying 14bit raw (image) files is a waste of space/time unless you have a 14 bit monitor which is just ridicilous.

    Well, that PSU has a semi-fanless mode, meaning if it isn't under a decent load the fan won't spin. So, since all you're doing is connecting a jumper and not actually stressing it at all, the fan shouldn't spin. This is normal.

    6/10 I like the exposure and the subject. I feel like it could have been composed better. 
     
     
    This one is meh. But I was playing with reflections on my monitor base at work and some samples of chrome. I probably could have picked a better shape lol...

    8/10 DOF is good color is good. Feels a little crooked to me. Would like to see more of the sky behind. 
     
    Playing with long exposure here. Came out noisy and yucky so I dropped the blacks a bunch, not the exposure I wanted but meh. I think my old T3i is getting tired.

    ^  6/10 I would have tried to get a shot where they were more uniform. It also seems like the colors may be washed out and some grain in the sky. Maybe it's just the smoke the used too. Just feels like it's missing that bit of definition it needs too. Not a bad photo, I haven't shot airshows or airplanes or air shows before so I don't how difficult it actually is. Good Work, keep shooting!

    5/10 Expose feels flat and more to be desired. Prefer wide format to tall formats as well. Some work in post could really change this is shot.

    have you tried launching ps, then clicking open on the raw file u want to open? What format is it? And have you tried opening it in lightroom to see if there's a problem with ur entire CC library? (assuming you have Lr)
