Most BIOSes have a feature to turn on after power loss, wander around the bios before dumping money into this problem.

You have 1,26V on CPU at around 4,1GHz on all cores. And if I see right, your temps are not even on 60°C while stress testing.
Keep in mind that stress testing temperatures are higher that they would be in real life usage (gaming and other daily stuffs).
And like I said, under 70°C it's perfect.
So yes, this is safe for 24/7 usage.

Just want to get some opinions on my Build I have been planing. This build is for Gaming Streaming and video editing The most Important part of the build is to have the power to Play PC games at 1080p MAX SETTINGS while I stream AT 1080P to YouTube or Twitch when ever twitch makes the max bit rate higher. Other than that I just want a air cooled quiet that will last me awhile. Ok so here is the build

Do not clone drives, it is bad for the OS.
If you're resetting windows why would you even want to waste more time cloning?
Just removed the old drive, insert the new one, and install windows from a USB.
It will take the same amount of time as resetting and you don't need to waste time cloning which is bad anyway.

Today, my only working computer (atm) decided to kill all the ports. I turned it on, usual whiiirrrr, and I noticed the monitor and everything connected externally did not light up. The keyboard did not light up, the mouse did not light up, and the monitor didnt even try. I took a device that measures USB electricity and it had no current at all. The computer still turns on fine, but nothing connected to it will work. The computer is a Lenovo Erazer X315. So far I'm having a joyous time typing this on a backup Linux computer that is running Kali. Help is greatly appreciated.

Basically (and this applies to every CPU on every motherboard) you go into the UEFI and bump up the clock speeds. Then you start your system and put a load on your CPU (something like aida64 stress test). If it doesn't crash for about 24 hours, you bump up the clock speed even more. Once it crashes, you increase the core voltage until you either get your system stable or you reach something around 1.38V (I wouldn't go much higher than that). If it's stable, bump up the clock speed again (you get where this is going). Basically, you can't do any damage to your system unless you push too high of a voltage into your CPU. Once you're settled on your max clock speed you can change the voltage to adaptive mode (if you want to) so the voltage dynamically changes with the clock speed (this only makes sense if you set your Windows energy management plan to balanced because your CPU will run at its max clock speed all of the time if it's set to full power (or whatever it's called) in Windows. If you're done with all of that you successfully overclocked your CPU to its maximum potential (on the cooling you're using).

EDIT: You should also keep an eye on temperatures.The CPU will thermal throttle before it takes any damage (you shouldn't hit that point anyways) but I personally wouldn't want my load temps to exceed 75°C. If you hit your temp target (or exceed it), dial down the voltage (and of course the clock speed if it isn't stable at that lower voltage).

It looks like they built a case out of a radiator. So it might be possible, with a large enough radiator, to do the same thing. Zalman used to have this huge external radiator/reservoir thing.

Plus the 980 Ti isn't that far behind the Titan X in both editing and gaming anyway

It depends.
There are benefits to both. Making it yourself will be cheaper and you may learn something doing it. Buying should get you a tested system and a warranty so if something goes wrong they should stand behind their product and fix it assuming they are a good company anyways.
