    If you have access to another PC or Mac (doesn't need to be decent, just needs to have a USB port and internet access), try creating a bootable Ubuntu drive. This should indicate that either
     
    a) if it boots and everything works fine, then your Windows installation is screwed and you'll probably need to reinstall
    or
    b) if Ubuntu fails to boot to the live desktop, that there's a hardware failure that's occurred with your PC.
     
    As for how to create a live Ubuntu USB, here are some resources:
     
    https://www.ubuntu.com/download/desktop <---- This is the download page for the Ubuntu .iso. You'll want to download 18.04.2 LTS.
     
    https://tutorials.ubuntu.com/tutorial/tutorial-create-a-usb-stick-on-windows#0 <---- This is the tutorial for creating the bootable drive on Windows.
     
    https://www.balena.io/etcher/ <---- If you use MacOS, you can use Etcher to flash the image that way. Just download the program, run it, select your image and flash drive and the program does the rest.

    Oh, so you've gotten to the Windows recovery environment (like the image attached below)? Load into safe mode and see if you get video there.

    Like others have suggested, get a 1070/1080 instead of two 970s. You also need to put DDR4 RAM in your build, DDR3 will not work. Additionally, I'd suggest getting an EVGA 650/750 GS or G2 PSU rather than a CX750M. Corsair's lower end PSUs are a intended for entry-level builds rather than high-end ones. Plus you get a fully modular PSU rather than a semi-modular one which makes cable management easier, IMO.
     
    As for motherboard, go with something that has the features you're looking for (WiFi, Bluetooth, lots of USB ports, USB-C, etc.) from a good brand such as MSI, ASUS or Gigabyte. Obviously they are not the only MB manufacturers that are reputable, I just listed a few to get you started.
