DDR = Double Data Rate. The actual clock of the RAM is 800MHz (what CPU-Z shows), while the effective clock is 1600MHz (what they are spec'd as). They're running at the correct speeds.

This is not ideal. With rads, you want the fans to have a relatively tight seal against the rim to maintain the ability to apply pressure. With part of the blade overhanging, the air will just look towards the path of least resistance, and therefore dissipation efficiency is reduced. I would just get 2x 120mm static pressure fans.

Put together a list of parts on PCPartPicker and specify your location.
It will tell you the cheapest place for each.
Or else just get everything from Amazon. That's what I did and spent maybe £30 extra for the privilege. Good value if that's the sort of thing you want to do.

I haven't got another GPU to test with, however I know it's not the motherboard because I broke that and ended up replacing with a different model.
note: always make sure the PCIe clip is undone

Judging by your unsureness in where you want to go, I image you're not in college yet. Most people really don't know what they wanna do while in high school, and even sometimes halfway into college (i.e. me, as I'm just starting to find out what I wanna do for the rest of my life). Once you get out there into the world and experience things it'll come to you.
