PostgreSQL on Windows - Terrible performance

Overall, it is still slower than MySQL and I don't think that I can do much, but disc io was a good point for one of databases. Thanks. -
Performance is extremely bad. Every query is painfully slow. PostgreSQL 9.5 Windows Server 2012 R2 / 16GB RAM / i5-6600 @ 3.3GHz postgresql.conf is here: http://pastebin.com/Zxuejyi3 Tried changing shared buffers size, no improvements. Postgres is using ~20MB of RAM.
