I disagree,i have a similar laptop from that era,and by coincidence it's Japanese as well - from Fujitsu.
You can upgrade to a component with the same TDP as the original with no additional thermal strain on the cooling solution.

I don't have the Toshiba anymore. This is just a teardown I found online to show the poor cooling solution.

I wouldn't suggest upgrading the laptop. The cooling solution isn't anything to brag about and installing more power hungry components will probably cause it to throttle as it is. If you can afford, go for a new system, it's a far better investment in the long term.

    1. Budget & Location
Looking to be around $4000-$4500 USA

    2. Aim
This computer will be used to play games at 4k on a single monitor. Looking to play a variety of games but generally am most interested in triple A type titles.  I will also be using to edit video regularly. Additionally this system will be sitting in a public area of my apartment so I would like to keep it as quiet as possible to be mindful of those around me.

    3. Monitors
Single monitor 4k resolution.Currently no plan to move to multiple monitors.

    4. Peripherals
Need an OS, preferably windows, I assume windows 10.

    5. Why are you upgrading?
Upgrading from a 15 in macbook pro retina (the model they initially launched the retina line with. I believe ~2012) Curently the laptop I have is the one that I used in college. It struggles to play games, plus gaming through mac is a headache. Also on video editing side of things, the render times take forever and scrubbing through the video is slow with jumps and starts and such. Now that I am not a student anymore I am ready to move to a desktop since I dont need to carry it around for group projects and to class and such.

The link below should take you to a pcpartpicker parts list for what parts I am currently planning to use for this build based on the research I have done. I have also included it in plain text below.

PS This is my first computer build. I know that a system of this cost is probably not an ideal starter build but I have several freineds/ coworkers I feel confident I can turn too for help if things reach a point that I can not overcome by myself/ with the internet. That said anything I should keep in mind while building with a system like this or with these parts.  Thank you for taking the time to read this, and thank you for all the help.

Some games demand analog control, some games benefit more from the precision of digital controls. Both are completely valid choices and a PC gamer should have access to both.

For my part, 20+ years of PC gaming—99%+ of the time on a keyboard and mouse—has not once resulted in a cramp or any sign of arthritis.

heres an insane idea. use a wired xbox 360 controller.
it has to be wired, wireless with a cable wont work. and if it doesnt work, then make sure you have the xbox gamepad drivers installed, though they have come default on windows since xp.

The wireless controllers don't work regardless of a usb cord attachment, the wired ones do unless you didn't get it's driver or it's completely broken

I used a wired xbox 360 controller for basically every game, besides RTSs

As for third party, logitech does good work in that field and have a good rep

It.. It will not be very pleasant I think.
The response time is fairly high and that makes the input lag also high. Most projectors also have VGA only, which.. Is not a huge deal but to keep in mind.
But I know BENQ made a decent one, I think a bit for gaming too

IMO I'd just go for a 980 Ti. There's no reason ton consider the TITAN X unless you really want the extra VRAM, which I don't think you will need. It's a lot more expensive without any real benefit.

In a nutshell yes, really your budget is a factor to which cards but 1 really good card or 2 good cards is your best bet, and if the 1 card= the 2 cards (for editing), the one card is a better solution in terms of games, however if you plan to go for a high budget 2 good  cards would be better. (beyond $650 imo)

ram is very important for video editing

some applications should be able to take advantage of two GPUs for faster rendering, but I would definitely get 16 or 32GB of ram first.

Having 2 GPU's will help (for applications that support it), but not in SLI. Just use them as stand-alone GPUs.

yes more gpus can accelerate depending on the editing/ rendering program i would get a cuda mod for them as you can ue that on geforce cards and it speeds it up a decent bit
