Download the latest intel chipset drivers, or use the update utility, both can be found here :

Also try and download the latest intel usb 3.0 drivers, although windows and Linux should do this automatically.
I had a old laptop that done this, the problem ended up being a broke GND connection on the board (also had electric shocks from plugging in headphones), if this is the case then its time to get a new motherboard OR you can bake the board, but that is the last hope saloon
