Because plugging a few parts into each other is totally equivalent to designing an entirely new CPU and architecture from the ground up /s
What this does it clearly show beyond a shadow of a doubt that the vast majority of people are completely clueless about computers, even more so that we could even imagine. What's worse is these same people manage to get into positions where they're the ones making decisions about the laws and regulations surrounding encryption, the internet, and DIY repairs.

It really is mindblowing... these people seem to think that every individual model of PC is a miracle and an entirely unique design, and companies like Apple, HP, Dell, etc. are geniuses for "inventing" new ones every so often with no concept of the fact they're just assembling parts from the real geniuses like AMD, Intel, etc. who actually are doing remarkable design work. Even then though, it's incremental changes, not "inventing a new CPU"

"Whizz kid"
"high spec computer"
You're kidding me right? There are kids out there younger than that who built pcs on their own...
If you search it up you can tell the author has no idea what they're talking about. They say stuff like "it has a speed of 3:20 ghz". Like what? And they mention a 500gb hard drive... lol wut?
