I think I have discovered my issue. I am running a fairly old and cheap WIFI card (Asus PCE-N15). I turned off WIFI and my computer ran like a gem and LatencyMon showed now issues at all. I think its time to upgrade my WIFI card.

Yeah, YouTube was quick to adopt HTML5 video. I think at one point Netflix was using Silverlight, to move away from Flash.

Youtube and Netflix do not use flash for playing videos. Not anymore.

Almost nobody uses Flash for anything anymore, since HTML5 does so much without needing it. Our biggest loss will be many great old web based games that were never ported to something else, like Five Finger Filet.

Depends on if you want better cooling or less noise. Tune it until you find the right balance.
Here's one of my case fan's curve:
Turns off until in-case temps reach 36c, then jumps to 36%. Increases to 65% at 50c, and 100% at 62c. (That's for the temperature of my motherboard, not my CPU.)
It's really something that you'll need to play around with to find the right balance for, since it'll be different for pretty much every case and fan configuration.

I use ASUS' AI Suite 3 (for ASUS motherboards). You'll have to use MSI Command Center for in-windows control over your fan curves.

The only fan headers on your motherboard that support pwm are the cpu_fan headers. The sys_fan headers only support dc control.
Run your ML's off of the cpu_fan headers.

This should work just fine. And yes the HD60 pro has a built in encoder which means it would handle the process of processing, compressing and mixing the video and audio (a feature my external HD60s lacks)
AMD HD Relive/ Nvidia Shadowplay are great. Never used relive but Shadowplay has 0 impact on the performance of my GPU when playing games and recording simultaneously (Not sure about streaming though, since I would have to dedicate CPU or GPU power to encoding)

Honestly, a 4C/4T part isn't going to cut it for what you want to do.
I was down this road 3 years ago using my old overclocked i5-3470 to 4ghz and my HD60 Pro.
Fact is, even with the dedicated resources, you still need the compute cycles to run the software as well as game at the same time.
I would suggest trying Relive and skipping OBS for now to see what your performance is like and what you can do.
From there, try offloading OBS to your R9 380X and see if that helps you.
Ultimately, You should be planning to move to an 8C/16T build if you want to get serious with doing this.
Games are getting more demanding, and even with my first gen Ryzen 7, I can bring it to its knees depending on the quality of recording and streaming that I am doing while gaming.

You wouldn't use your fan headers on the motherboard at all and replace it with that unit basically. I would however leave the CPU based fan on the motherboard header.

GPUs have far more processor cores than CPUs, but because each GPU core runs significantly slower than a CPU core and do not have the features needed for modern operating systems, they are not appropriate for performing most of the processing in everyday computing. They are most suited to compute-intensive operations such as video processing and physics simulations.
