    I agree with the Xeon but later on, he can Crossfire 390's which is WAYYYY more powerful than 9600's in SLI.  And SSHD's are more for laptops and at that budget, he should be able to get both an SSD and an HDD.

    I'd spend an extra $20 and replace the i5 with a Xeon E3 1231 V3. It's an i7 4790 for about the price of an i5 4690K(you can't overclock it, BTW).

    But if you're adamant about not going outside of $1200, then I'd suggest buying 2 GTX 960s and putting them in SLI, which will save you about $140, but you'll have slightly weaker performance:

    It's not necessary to have a liquid based CPU cooling system. I selected a top rated air cooling based CPU cooler.
     
    The SSD that I picked will be used as your bootup drive that will speed up boot times.
     
    The HDD is a Western Digital Black Series, which is one of the higher rated drives in terms of reliability and performance.
     
    The Mushkin RAM modules are made in the US of A, which is of higher quality than other brands, especially the poorly made G. Skill modules. Don't even consider G. Skill modules because those have a high failure rate.
     
    The Sapphire R9 390x is an excellent built and high performing graphics card that you need for heavy duty gaming.
     
    The computer case is a real cool mesh designed computer case that allows great airflow and it already comes with 2 built-in computer case fans. No need to buy extra case fans.

    Here is what I would probably do.
    Mouse and keyboard you have to decide for yourself tho. I just picked those two as an example.
    I tried to have a good balance bewteen all components.
    The R9 390 is definitly a nice card and when it comes to price to performance its hard to beat. It performs great in 1080p and will push the high refresh rate of that ASUS monitor I chose.
    There is also some SSD storage for your OS and a few programs and all your games you can put on the 1TB HDD.
    Because I didn't just put all the money in PC hardware you have enough money left for high quality peripherals.
    You can still change out a few components for better ones because I left a little bit of space regarding your budget.

    Ok it's not as simple but I think I have you covered. Went for a Fury since I like AMD but you can drop a 980 for mostly the same budget if you prefer. Compromised a bit on overall storage but you can easily add a mechanical drive later on for more storage, this should take care of install and games and since you needed a monitor I went for a nicer 1440p 60hz monitor. If you go for a 1080p monitor you can probably then add the 500gb version of the 850 Evo.

    Two things, The first one is more of a preferance but air coolers in the $60-$70 price range can and will compete with 120mm AIOs in that price range. Second of all, that power supply is over priced and I would not recommend it to anyone. You can find a much better power supply for $127, you could find the same if not better power supply for $60-$80. The RMi is by no means a bad supply, it's fairly good but the price tag does not justify anything it has to offer.
