A general rule of thumb is to have more intakes than outputs (though just barely more). This is to create positive air preasure in the case (air preasure in the case is higher then outside of the case) which repels dust entering through unvilltered openings of the case.
I don't know where your side fans are located, but perhaps move one of them to the front for intake. Bring air in through the bottom and front and out through the top and back.

What is the monitor/ how old is it? Your monitor may be dead/ dying and producing the green lines. You should also try reinstalling the GPU drivers. Uninstall using DDU and reinstall from Nvidia's website. If neither the monitor nor the drivers account for the issue, your motherboard is the most likely bet if the problems persist on integrated graphics.

No, that is a workstation grade GPU and it is not designed to run games (though it can, just not well). Your are better off investing in another GPU (something like the gtx 1060) and then you could use your quadro to encode stream with. What are the rest of your specs?

I shutdown my PC at night because the power here is pretty unstable. My brother lost his GPU and monitor letting his PC plugged during the night, the next day it was not turning on and when he opened it, it was toasted.

The Dell Precision 5520 is also amazing - though again, that's on the high side of the $1500 budget, even for the base model without a Xeon/Quadro.

Would he be OK with a refurbished business machine? I picked up a refurbished HP Elitebook a few weeks ago and I love it. Something like the Zbook might be a good option.

Is investment banking a major these days? And the most he's gonna run on his private laptop will be a 20 tab dcf with an lbo on the side with some upside downside scenarios. And that's at work, if he's at school he'll run nothing like that unless the course is outsourced to professionals.
Maybe capiq and factset plugins if company allows him. But doubtful if he's in school.
Get a e5480. Dell outlet.

There are tabs on either side of the ram, just pull the tabs and the ram stick should pop out. Just remove the screws to remove the hdd. The CPU will be solders to the board, probably on the other side.

Generally there's a jumper on the board that you need to jump to override the bios password, check the manual. Then it should just be a matter of flashing it to whatever is in dells website. That may not be a custom BIOS though, many BIOSes allow you to change the splash picture.

Not to mention solder points create sharp areas that catch the fabric and rip it, leaving nice little bits of that stuff that you'd have to pluck off manually.

Even the fastest NVME M.2 drive will have the same "real life" feel (not performance) for most users as its the latency that makes a big difference.
